2.  Approves the individual Call-off Contracts from the Southwark Works Framework and their values as set out in Table 2 (paragraph 13) for an initial period of two years from 1 July 2023, with the option to extend for a further two years the total value of all the Call-off Contracts for the initial two year period (1 July 2023 to 30 June 2025) is £2,907,404.

1.  That the award of a contract to Nottingham Rehab Limited (trading as NRS Healthcare) as part of the single supplier framework agreement for the provision of Integrated Community Equipment Services (ICES), which has been procured by the Royal Borough of Kensington and Chelsea (RBKC) as lead commissioner for the London Community Equipment Consortium be approved by the Strategic Director for Children and Adult Services.

 

2.  That the Framework Agreement for these services is planned to commence on 1 April 2023 for a period of five years, with an option to extend for a further two years (maximum term of seven years) at an annual cost to the council of £980,000, an estimated five year total cost of £4.9m and an estimated total cost, including extension of £6.8m for seven years be noted by the Strategic Director for Children and Adult Services.

1.   Approves the award of a contract for the supply of agency workers via Lot 1 of the Eastern Shires Purchasing Organisation (ESPO) framework Managed Services for Temporary Agency Resources (MSTAR3) to Matrix SCM Ltd commencing on 4 April 2023 for a period of three years and three months with service delivery commencing on 1 July 2023 at an estimated annual value of £38m.

 

2.   Approves the inclusion of an option to extend the contract for up to two years in one year increments, making a total estimated maximum contract value of £190.5m inclusive of the extensions.

 

3.   Notes that no fees will be payable to Matrix SCM Ltd until service delivery commences on 1 July 2023.

 

4.   Notes the large majority of contract spend will be paid by Matrix SCM Ltd to the agencies in their supply chain who provide temporary workers to the council.

1.  That approval for Southwark Council becoming a member of a not-for-profit company, limited by guarantee provisionally to be known as the Pan London Vehicle (PLV) with an estimate cost of £100,000 for membership up to 31 March 2028 be formally approved by the Strategic Director for Children’s and Adults’ Services.

 

2.  That it be noted by the Strategic Director for Children’s and Adults’ Services that the PLV will develop and then oversee the running of London’s secure children’s home provision for a five-year period from 1 April 2023 to 31 March 2028, with a break-point after three years once the refreshed business case has been developed as well as the service pricing structure, commissioning approach, operating model, practice mode and the Secure Children’s Home’s location is confirmed.

 

3.  That it be noted by the Strategic Director for Children’s and Adults’ Services that once the provision has launched, membership will be at a fixed annual cost of £20K (subject to inflation adjustment), unless an alternative model for funding the PLV, that does not require annual subscription, is agreed by members during the development phase and collaborate with other PLV members on future joint commissioning programmes.

 

4.  That approval for the Council’s in principle commitment to joint oversight, risk and or benefit sharing of the secure children’s home provision, through the PLV, for a five-year period to 31 March 2028 (with three-year break point), that includes the build, service development and service commissioning phases, subject to ratification after the revision of the Secure Children’s Home business case, and renewable on a ten yearly cycle thereafter, with break-point after five years.

RESOLVED:

 

1.  That the land shown edged hatched and edged in black on the plan at Appendix A of the report that is currently held for housing purposes be confirmed as no longer required for those purposes and the appropriation of the land to planning purposes to facilitate the carrying out of the development proposals for the area in accordance with section 226 of the Town and Country Planning Act 1990 and section 122(1) of the Local Government Act 1972 be approved.

 

2.  That following completion of the works for which the appropriation at paragraph 1 of the report is required the land shown hatched and edged in black on the plan at Appendix A be confirmed as no longer be required for planning purposes and the appropriation of the land to housing purposes in accordance with section 9 of the Housing Act 1985 and section 122(1) of the Local Government Act 1972 be approved.

 

3.  That authority be delegated to the director of planning and growth authority to:

 

·  Agree detailed terms and conditions for the indemnity agreement to be provided by Notting Hill Genesis

·  Pay compensation properly claimed where due to third parties arising from the interference of their rights in accordance with section 204 of the Housing and Planning Act 2016

·  Defend or settle (as appropriate) any compensation claims referred to the Lands Chamber of the Upper Tribunal in respect of rights that are overridden due to the exercise of the council’s powers.

1.  That it be noted that in 2019 the refurbishment of Maydew House was costed at £42,173,573. By 2021 these costs had risen to £69,644,677, representing an increase of £27,471,104. This increase does not include further inflation cost and the further risks outlined in paragraph 32 of the report.

 

2.  That the constraints of refurbishing Maydew House and relative advantages of wholesale redevelopment, including larger homes, an increase in the number of homes, more accessible homes, set out from paragraphs 33 to 42 of the report be noted.

 

3.  That it be agreed not to proceed with the final stage 2 tender price proposal received in relation to the refurbishment of Maydew House and the replacement of the Bede Centre on the existing Abbeyfield site.

 

4.  That it be agreed to procure a demolition contract for Maydew House, which would be subject to a separate gateway approval.

 

5.  That the whole life carbon assessment for the demolition of Maydew House and that this document will be updated as set out in paragraph 39 of the report be noted, with every effort being made to minimize and mitigate the carbon impact.

 

6.  That it be agreed to undertake a detailed consultation and engagement process with residents of Damory House and Thaxted Court over options for the future of their estate and improving the quality of their housing and environment.

 

7.  That it be agreed to amend the housing investment programme to include £4m for demolition works for Maydew House.

 

8.  That the council’s commitment and support for the Bede Centre be reaffimed and that the update on temporary and permanent options for continued operation of this important community organisation be noted.

 

9.  That the outcome of the residents meetings on 9 November 2022 and 5 December 2022 and previous meetings with officers be noted.
