    ·  NHS Southwark Clinical Commissioning Group – announcement about extended access to urgent appointments for Southwark residents (Dr Sian Howell). 

     

    ·  Local Flood Risk Strategy consultation: The local flood risk strategy is available to the public from Monday 3 November 2014 to Friday 6 February 2015.  Consultation documents can be found on the council’s webpage and local libraries.

     

    ·  The council hopes to consult on the following schemes during the month of November and December 2014 respectively:

    Bellenden area traffic management scheme from 1 December to the 19 December 2014

    NHS Southwark Clinical Commissioning Group

     

    Dr Sian Howell from NHS Southwark CCG announced that they were holding a number of consultation events around the borough about making it easier for patients to see their doctor when they need to. This new service would make it easier to access urgent appointments. It would be rolled out in two phases in the south and north of Southwark.  Dr Howell further explained that people would have more availability and access for example after closing hours.  Also the GP could decide and sign post the patient where they could be seen, i.e.  whether it was their own GP practice or somewhere else. A patient’s notes would also be available in order to understand the patient’s medical history or medication.

     

    Dr Howell encouraged people to register with their GP so that residents have a continuity of care and that support would be available at the access clinic and a physician could decide whether a person needed to be seen. Dr Howell said this was challenging exercise as this was the first time it had been done collectively.

     

    The presenter took questions about the services online, the appointment system and walk in service which people felt did not encourage continuity of care.  The meeting was told that a new online system would be adopted which would form an online consultation tool that directed people to the GP or elsewhere.

     

    A question was asked about how would NHS Southwark CCG address issues regarding the telephone services because not everyone could afford the expense of running a telephone or credit on their mobile phone. 

     

    Dr Howell explained that most people were contactable by telephone, however understood that people with disabilities, or those whose first language was not English or had complex needs might not find it easy to get access to this service.

     

    A question was asked about patient confidentiality and what measures were in place to ensure that patient notes were confidential

     

    The presenter agreed to attend a future community council meeting so that residents could receive further information about the list of practices within the Peckham and Camberwell area and details of which GP practices were in their neighbourhoods.

    Local Risk Strategy Consultation

     

    The chair announced that the council were carrying out consultation on the local flood risk management which was in accordance with the statement of community involvement (2008) and as required by the Local Flood Authority (LLFA).

     

    The local flood risk management strategy would provide a framework on how the council would manage the risk of flooding arising from surface water, ground water and ordinary water courses across the borough consistent with the flood and water management  Act (2010) and the national Flood Risk Management Strategy.

Peckham Rye Station square - update

    Peckham Rye Station square – update on the works (Cany Ash).

    Peckham Rye Station

     

    Cany Ash from Ash Sakula Architects was present and gave an update on Peckham Rye Station.  The presenter thanked the community council for inviting him to the meeting and acknowledged that Peckham Rye station and square was a big project which had nearly come to the end of the improvements stage.

     

    The feedback that the council received from residents and local businesses was that more public space was needed in order to make it more desirable for people to meet and enjoy the open space.

     

    Alistair Huggett, planning projects manager played an audio of what people thought about Peckham Rye Station and the following comments were heard at the meeting:

     

    ·  In regard to the series of construction – ensure all improvements were maintained.

    ·  Keeping a balance of everything for example the hair & beauty shop and coffee shops.

    ·  To give people the capacity to compete with everyone else.

    ·  Change people’s attitude towards working together and improve management and operation of public realm.

    ·  Gathering intelligence of what could work and what doesn’t.

     

    Copies of the Peckham co-design booklet (Peckhamcodedesign.org) were available at the meeting.  The co-design project was initiated by the community of Peckham which involved local residents and businesses who wanted a greater participation in shaping their local neighbourhood.  This led to the council commissioning the co-design project.  The council and the GLA were jointly committed to fund the creation of a new public square in front of Peckham Rye station.  The booklet contained a list of aspirations for the area and most people said they would like:

     

    ·  More places to sit in public spaces

    ·  More trees

    ·  More public space

    ·  Better lighting

    ·  More places to walk

    ·  The area tidier

    ·  More small businesses

    ·  More arts, culture heritage and cafes

    ·  More cycling and community diversity

     

    In response to questions, the next stage would be for the council to appoint designers and the brief on the co- design would then go out to consultation where people’s views would be taken on board.

     

    Residents also referred to businesses that were located within the arches and whether they would be kept in Peckham. Alistair Huggett explained that the council were negotiating with the businesses in question to see if they would like to stay in temporary premises and return when the regeneration was completed.  The council were looking at various options.  The officer agreed to stay during the break to address any of the residents’ concerns. 

    There were further questions about local businesses and where would public realm fit in all of this.  The presenters stated that as this was a small variable scheme it was difficult to say how this would fit in with public realm.

     

    Concerns were raised about the scrap and car repair businesses that might have dangerous canisters on the premises and that these types of premises should not be under the arches. 

     

    Councillor Jamille Mohammed said he attended the work groups and thanked the community for taking part in the project.

    Minutes:

    Steve Kearns from Transport for London (TfL) was present at the meeting to give an overview of the Bakerloo line extension and the east west cycle superhighway.

     

    Bakerloo line extension

     

    Steve explained that the city was growing at a fast rate which had an average population of 8 million especially in big cities like London, Birmingham, and Manchester. Figures indicate that the population would have a major impact on transport and as result there was a need to address the increase the tube would demand – especially on Saturday night. The plan would be to run trains through the night at weekends on core parts of the network and to support London’s vibrant night-time economy (possibly from 2015).

     

    TfL are considering options for extending the Bakerloo line extension beyond Elephant & Castle.  The proposal would tunnel to Lewisham via Camberwell, Peckham or Old Kent Road to Lewisham and to Beckenham junction and Hayes via the existing rail.

     

    This would support employment and the population growth as well as improving public transport.  The cost of extending the Bakerloo line and the Northern line extension would be approximately 3 billion pounds depending on the consultation.  Also a bill would have to go through parliament.  The time scale for opening the Bakerloo line extension would be in 2034.

     

    The Bakerloo line extension would put southeast London on the Tube map, improving public transport accessibility and journey times.

     

    Cycle Superhighway consultation

     

    Steve explained that there were two consultations and he urged people to go online and submit their views. In response to questions, Steve mentioned that TfL would not consider both options for the cycle superhighway because of the space capacity and the fact it would not suit demand.  If approval was to be given then further consultation would take place at a later date. 

     

    Consultation on the East to West cycle superhighway from Tower Hill to Action went out to consultation on the 3 September 2014 and closed on 9 November 2014.

    Southwark Living Streets

     

    Jeremy Leach from Southwark Living Streets presented this item. 

     

    Summary:

    ·  Referred to the regeneration in Peckham High Street and Rye Lane.

    ·  Reported there were an increased number of road casualties in the area.

    ·  Regeneration around Woodene community space.

    ·  Peckham High Street and Rye Lane – reduce street clutter and which makes it unsafe for pedestrians.

    ·  Talked about the regeneration around the Peckham Town centre.

    ·  Ideas would be for the area not to be dominated by vehicles and fully utilise the area’s open spaces.

    ·  The council and Transport for London (TfL) should think about the role of buses, clutter and maintain shared space, parks and open spaces.

Budget Challenge - consultation

    The community council are consulting on where efficiency savings could be made in the council. The cabinet member for finance, strategy and resources will provide a brief introduction which will be followed by a question and answer session.

     

    An interactive session (cheque exercise) will take place during the break.

    Minutes:

    Councillor Fiona Colley, cabinet member for finance, strategy and performance talked about the budget challenge and the council’s spending and proposed cuts. 

     

    During the last round of cuts people said they wanted to retain front line services, and bring some services in house which meant it would be more effective to collect council tax payments. It also meant council tax would remain the same without any increase.  Also keep libraries open and provide free healthy school meals in Southwark.

     

    The council would be adopting 10 new fairer future challenges. This involved looking at services that could be provided online. This would be more effective joined up work with other government agencies and review those services that were duplicated.

     

    Residents were invited during the break to take part in this year’s budget consultation exercise. This involved a red and green cheques interactive session that enabled residents to show which areas of council spending they thought should be reduced and which areas should be protected in the future.

Draft Southwark Plan Consultation

    Presentations from Southwark officers and Southwark Living Streets.

    Minutes:

    Amanda Squires from the planning policy team highlighted information about the new Southwark plan.  The officer explained the core strategy was adopted in 2007 and the new Southwark plan would contain information about “area visions” for example Peckham and Nunhead.  It would also include the new (proposed) planning policies that would be done over a three year period and this would be the first stage of the consultation.

     

    The officer encouraged people to visit the council website in order to look at the various options. It included new (reviewed) map of the borough, the area action plan, new planning policies and the supplementary planning documents.  The new planning policies for deciding a planning application would involve some of the following, travel, home, town centres, social infrastructure and sustainability

     

    The consultation would be from 31 October 2014 until 6 March 2015.  Officers from the planning policy team would be attending community events and workshops in the area in order to consult as wide as possible.

     

    The 2nd stage would be working out the options for the planning policies. The 3rd stage would be to submit the final version of the Southwark plan to the central government for examination.
