Youth Community Slot

    An opportunity for young people to present items to the community council.

    Minutes:

    A representative from the Youth Community Council (YCC) addressed the community council and gave an update on their activities. The YCC are hoping to repeat their successful Youth Hub at Easter and have activities such as music, beatboxing, circus skills, CV skills, healthy cooking and various art activities. The representative informed the community council that Lend-Lease had offered the YCC some space in Art Works.

    Minutes:

    The chair and the members of the community council agreed to vary the agenda slightly to allow the new inspector, Inspector Martin Nicholson to speak earlier in the meeting as he had to leave early.

     

    Inspector Nicholson outlined his work in the area and informed the meeting of the large fall in street crimes. He reminded the local community that their chances of being a victim of crime is very low. The inspector answered a variety of questions from the local residents and councillors including questions relating to cyclists ignoring traffic lights in Walworth and issues of visibility of police on the beat. Local residents expressed the opinion that they wanted more police on patrol throughout the community council area.

     

    The chair invited Inspector Nicholson to the next meeting.

    Southwark Quietway routes – proposals

    Minutes:

    The chair and vice chair then made the following announcements:

     

    Fairtrade Fortnight

     

    Southwark is a Fairtrade borough, meaning that the council and the community have committed to coming together to promote the use and sale of Fairtrade products. By choosing Fairtrade products, we have the power to change the world every day. With one simple choice farmers get a better deal. That means they can make their own decisions, control their futures and lead the dignified life everyone deserves. That is why the tea and coffee at Community Council meetings is Fairtrade.

     

    Fairtrade Fortnight this year is 23 February to the 8 March. All local Fairtrade events are on the council’s website. If anyone is planning anything for Fairtrade Fortnight, please visit www.southwark.gov.uk/Fairtrade to let us know about your event. This webpage will also provide details about other planned events, and further information about Fairtrade in Southwark.

     

    Have your say on Southwark Quietway Routes

     

    Whether or not you cycle, the council wants you to tell us what we can do to improve safety conditions for all road users along this route. Your comments will inform the design of the proposals along the route. The council wants to work with residents, cyclists, pedestrians and motorists who use this route to develop proposals that will benefit all road users.

     

    Using the Interactive Map Tool, tell us what improvements you would like to see along the route. You can pinpoint locations and add comments. Tell us about problem locations or opportunities to improve road safety and your aspiration for the street environment. For example,  there may be a junction you want to see improved for both pedestrians and cyclists.

     

    Outline proposals will be shared with the public as and when they become available.

    The Neighbourhoods Fund

     

    The Neighbourhoods Fund is an amalgamation of the Community Council Fund (CCF) and the Cleaner Greener Safer Revenue fund (CGSR). The fund was launched on Monday 5 January. 

     

    The total amount available borough-wide is £542,000 to support projects and activities run by local groups that enhance inclusion, improve the neighbourhood and develop stronger communities.

     

    Each ward will have just over £25,000 to allocate/spend on projects.

     

    What kind of things can be funded?

     

    The Neighbourhoods Fund can provide money for projects benefitting people, who live in the community council area, that:

     

    ·  Encourages people from different backgrounds to work together;

    ·  Establishes projects which promote respect and consideration for each other;

    ·  Gives residents the opportunity to improve their local area;

    ·  Provide funding for additional neighbourhood improvement such as clean ups.

     

    This is an online application process, however a few application forms were available at the registration desk. Closing date for receipt of all applications is 12 noon, Monday 16 February 2015.  Applications submitted after thid time will not be considered.

Proposed theme: Safety for Women, safety for all

    The theme is safety for women and safety for all

     

    ·  Introduction from Councillor Radha Burgess, deputy cabinet member for women’s safety.

     

    ·  Southwark women's safety charter (of Principles): The launch, what does it mean and list of venues that have signed up to it.

     

    ·  Discussion and presentations from women’s groups and voluntary groups in the borough  - how do we ensure women play a role in their community?

    Minutes:

    The theme of the meeting was introduced by Councillor Radha Burgess (deputy cabinet member for women’s safety) and Eva Gomez Safer Communities Team Manager. Eva informed the meeting that many of the premises that had signed up to the charter were local to theee community council area.


    Following a presentation of the women’s safety charter, questions were taken from members of the community council and the public.

     

    The council is seeking a wider adoption of the charter and officers asked for help from the local community to have more premises involved. Local residents were asked to persuade their local pubs and clubs to get involved and sign up. Further information is available on the council website and from officers who are happy to post out information to those residents who did not have internet access.

     

    Councillor Radha Burgess suggested that the charter could be incorporated into the licensing policy, licensing conditions in some way. Councillor Adele Morris stated that recently a  premises that was being reviewed by the licensing sub-committee mentioned it was signing up to the charter.  It was suggested that the charter could be included in the council’s licensing policy which is currently being reviewed and consulted on. It is also possible to report venues that are signed up to the charter if someone feels that the specific premises is in breach of the charter. Officers informed the meeting that venues could be reported to the council if they were in breach.

     

    As well as the main theme, a local businesswoman had been invited along to the meeting. Christine Adeosun a local business woman spoke to the community council about being a woman in business in Southwark and the difficulties she had encountered and the help she had received from Southwark Council.

The New Southwark Plan

    Consultation on the New Southwark Plan will run until the March 2015.

     

    Note: There will be a pre-meeting between 12.15 pm until 12.45 pm at the venue so people have an opportunity to discuss the Southwark Plan with officers.

    Minutes:

    Susannah Pettit, planning officer presented the Southwark Plan and councillors and the public had questions for the officer.  Questions were received about local pubs and the possibility of counting the amount of existing pubs in Southwark. The issue of pubs being closed and converted was raised.  Local residents asked if the plan could have more about disabilities and the elderly.

     

    The officer presenting the plan informed the public and members that the consultation was ongoing and local residents could suggest these things as part of that consultation.

    ·  Southwark Fire Station (this was taken as the Community Council question to Council Assembly on March 25 2015). See item 12.

    ·  How did the council get into the mess over the judicial review (super sewer) and the cost to council tax payers. Can we sack the head of legal?

    ·  Why is the council closing payment offices? Does it save money to close payment offices?

    ·  Every time I pass through the Heygate Estate and cross the Heygate Street bridge I feel unsafe. Can officers ensure it is safe?

    ·  Why are we not given the opportunity to disagree with a response or question an officer over our public questions?

     

    In a response to a query about outstanding answers, officers will seek the outstanding answers from previous meetings and bring them to a future meeting of the community council.

Community Council Question to Council Assembly

    Each community council may submit one question to a council assembly meeting that has previously been considered and noted by the community council.

     

    Any question to be submitted from a community council to council assembly should first be the subject of discussion at a community council meeting. The subject matter and question should be clearly noted in the community council’s minutes and thereafter the agreed question can be referred to the constitutional team.

     

    The community council is invited to consider if it wishes to submit a question to the ordinary meeting of council assembly in March 2015.

     

    Note: Deadline for questions is midnight on  Thursday 11 March 2015.

    “What actions has the council taken to try and help ensure (an element of) the existing Southwark fire station building is retained so there is potential for it to be returned to use as a fire station at a later stage and used for community use in the interim?”

    ·  Meadow Row – install double yellow lines and extend existing permit holder only parking bays to improve access and resident parking availability.

    ·  Newcomen Street – remove existing permit parking bay and replace with double yellow lines and reprovide the parking bay to east of the junction with Tennis Street.
