We the undersigned petition the council to end unfair heat network costs for Southwark residents


1. Fair pricing.
The introduction of a price cap for heat network customers equivalent to, or less than, the Ofgem energy price cap.

2. Reliable heating and hot water.
The heat network must be made reliable, with urgent and permanent solutions implemented.

3. Protection for leaseholders and residents.
Leaseholders and residents should not required to pay for excessive repairs, remediation or upgrade costs to heat networks of which they have no control.

4. A local energy plan.
A borough-wide review and strategy for energy provision, including heat networks and renewable energy such as solar and emerging technologies.

There are 101 heat networks within the Southwark - the highest number for any local authority in London. These networks serve around 17,000 households who all rely on heat networks for heating and hot water.

This means 17,000 households are facing high bills, poor service, and no meaningful consumer protection. Unlike other energy customers, people on heat networks:

- Have no price cap protecting them from rising costs

- Can face sudden bill increases linked to volatile commercial energy prices

- Unable to change supplier or improve efficiency

- Charged for system failures and upgrades they did not request or cause
