i. Consider the 214 representations received via email as summarised in Tables 1 & 2 and the 168 representations received through our online traffic management orders system as summarised in Tables 3 & 4, received during statutory consultation relating to the proposal to introduce a new parking zone (permit parking bays and double yellow lines) in the Rotherhithe and Surrey Docks area. It should be noted that some representations provided more than one reason for objection, some addresses could not be determined and some email comments appear to have been sent by a consultee from more than one email address they hold.
ii. Consider and determine each objection and comment as per the table prepared by officers in Appendix 1 of the report and note that the comments made online are available to the Cabinet Member for viewing in Appendix 4 of the report.
iii. Instruct officers to write to each person who made representations to inform them of the council’s decision.
iv. Instruct officers to proceed with installation of a parking zone in the Rotherhithe & Surrey Docks area operating from Monday to Friday between 8.30am and 6.30pm as per the Individual Decision Making report agreed on 20 Nov 2019.

2. That the total scheme costs including associated on-costs and contingency (as noted in the closed report) in the sum £2,209,458 be noted by the Strategic Director of Housing and Modernisation
3. That the Niblock have provided a good range of social value including an apprenticeship on this scheme be noted by the Strategic Director of Housing and Modernisation.
4. That the opportunities for creating green energy through the installation of either electric boilers or air source heat pumps within this scheme be noted by the Strategic Director of Housing and Modernisation. (This is currently being finalised).
5. That it be noted that there is no loss of green space as part of this scheme by the Strategic Director of Housing and Modernisation. This is a refurbishment of existing units which will include improvements to the existing communal gardens.
6. That the Strategic Director of Housing and Modernisation notes that the GLA have indicated grant will be allocated to this scheme however the total value has yet to be formalised. The costs of delivery of new council rented homes will also be financed from resources supporting the housing investment programme, including borrowing if required.
