Decisions

To extend the current contracts with OCO Ltd & Smith and Byford Ltd whilst a new procurement exercise is carried out and completed.

1.  That the variation of the Heating and Water Contract A (north of the borough) to OCO Ltd to extend the term of the contract for a period of two years from 1 April 2024 at an estimated sum of £11.5m per annum making a total estimated extension value of £23m, and estimated contract value of £94.93m for ten years composed of actual and projected expenditure, be retrospectively approved.

2.  That the variation of the Heating and Water Contract B (south of the borough) to Smith & Byford Ltd to extend the term of the contract for a period of two years from 1 April 2024 at an estimated sum of £14m per annum making a total estimated extension value of £28m, and a total estimated contract value of £93.05m for ten years composed of actual and projected expenditure, be retrospectively approved.

3.  That it be noted that this gateway report seeks retrospective approval for these variations, and in line with Contract Standing Order 6.7 will be presented to the Audit, Governance and Standards Committee in September 2024.

That the Cabinet Member for New Homes and Sustainable Development, agrees the site at 128-148 Asylum Road SE15 (set out in appendix 1 of the report), as the location for a new Nursing Home.

Cabinet member for Council Homes is asked to agree the annual lettings plan for social housing allocations in 2024-25.

That the Cabinet member for Council Homes;

1.  Agrees to the annual lettings plan (ALP) for social housing allocations in 2024-25.

2.  Notes the proposal that the ALP will include an increased allocation of accommodation to Homeless households in temporary accommodation (TA) which will see savings to the council of £4.8m in 2024/25.

3.  Notes the council will provide a review of the ALP within the first half of 2025/26 to the Cabinet member for Council Homes.

To approve the write-off of unrecoverable client contributions debt between £5k and £50k (Quarter 4 2023/24)

To approve the community partner grants for 2024-25 to support delivery of the Sustainable Food Strategy.

Strategic Options Assessment for Public Health 0-19 Children's Community Services

That the Cabinet Member for Health and Wellbeing

1.  approves this Strategic Options Assessment for delivery of Public Health 0-19 Children’s Community services for Southwark Council.

2.  notes the next steps set out in the report (paragraphs 56-57).

3.  delegates the GW1 and GW2 decisions to the Strategic Director of Children and Adult services (in consultation with the cabinet member for Health and Wellbeing).

Common Purpose grants allocations uplift

That the Cabinet Member for Communities, Democracy and Finance approves a 3.9% uplift to the Common Purpose grants allocations for the year from 1 April 2024 to 31 March 2025. The total annual budget for the programme including this uplift will be £849,629.  The funded organisations are listed in Appendix 1 of the report.

To approve the options assessment to replace the Enterprise Resource Planning and related system and process and proceed to Gateway 1.

That the Cabinet Member for Communities, Democracy and Finance;

1. Approves the Strategic Options Assessment for replacement of the Enterprise Resource Planning (ERP) system.

2.  Notes the next steps set out in this report and particularly the intention to bring a procurement strategy Gateway (GW1) report for this service to Cabinet in June 2024.

Approval of costs

That:

1.  The prior decision to remove Peckham Library Square Scheme from the Flaxyard & Peckham Library building works contract reducing the contract sum to £39,106,257 be retrospectively approved by the Strategic Director of Housing.

2.  The variations to the contract for the development of the Flaxyard site to the sum of £4,892,000 be retrospectively approved by the Strategic Director for Housing.

3.  That further anticipated variations to the sum of £2,734,000 that includes finalisation of agreed provisional sums and contract variations be approved by the Strategic Director of Housing.

4.  It be noted by the Strategic Director of Housing that on 12 March 2021 Bouygues (UK) Limited were awarded a contract to take forward the development of Flaxyard and Peckham Square for the total contract sum of £46,825,665. This included £39,106,257 for Flaxyard and £7,719,408 for works relating to Peckham Library Square. At this time the total anticipated contract sum was £48,045,818 including contingency.

5.  This will result in an adjusted contract sum of £46,732,257 including a contract variance of £7,626,000 from the original contract sum (for Flaxyard) approved at award of contract be noted by the Strategic Director of Housing.

6.  Approvals sought retrospectively under contract standing orders (CSO 6.7) as set out in the body of the report and have been reported to Audit, Governance and Standards Committee be noted by the Strategic Director of Housing.
