1.  Approves of £2,256,989 to allow the final account for First Development Site (FDS) A with Hill Partnership Limited to be agreed and payments to be made as set out in paragraphs 42-45.

2.  Notes that this paper brings in line all previous approvals for FDS A between 2020 and 2023.

3.  Notes that an increased total scheme cost of £95,476,285 was approved in the cabinet paper of January 2023.

4.  Notes the total scheme cost of £ 97,732,474, now that the estimated final account has been negotiated and agreed.

5.  Notes that approval for incremental increases has taken place during the course of the project.

6.  Notes the revised anticipated contract completion date of July 2023.

Decision:

The Lead Member for Council Homes and Homelessness;

 

1.  Approves the local lettings scheme for 5 new homes at Clotelle Court, Fenham Road where 50% of the properties will be allocated to existing tenants within the local area.

 

2.  Notes the further criteria applied to residents of the local lettings scheme:

 

i.  The local area is defined as tenants within the immediate area where the development is located on Fenham Road.

 

ii.  Rent arrears of less than four weeks or £50 if claiming housing benefit at point of application and point of offer.

 

iii.  Households can only move upon successful completion of pre-tenancy inspection and interview as per section 5.26 of the councils published allocation scheme.

 

iv.  Only households assessed in a housing need (bands 1-3) will be allocated a property through the local lettings scheme. Households will be prioritised in existing priority bands and priority stars in accordance with our published allocations scheme.

 

v.  Requests for additional bedrooms above the assessed need will not be considered unless additional rooms are sought on medical grounds that are confirmed by a medical assessment undertaken on behalf of Housing Solutions

 

vi.  Households within the defined local lettings area will be permitted to move into new homes which are one room less than their assessed bed need for three or more bedroomed homes.

 

vii.  Households within the defined local lettings area will not be permitted to move into new one or two bedroomed homes if the property is below their assessed bed need.

 

viii.  Households on the general register not in the defined local lettings area will not be permitted to move into any of the new homes if the property is below their assessed bed need.

2.  That the extension of the use of the sexual and reproductive health services contract that Lambeth Council have with Guy’s and St Thomas’ NHS Foundation Trust (GSTT) for a period of one year from 1 April 2023 – 31March 2024 at an estimated value of £2,897,368 be approved.

 

3.  That it be noted that a procurement strategy to commission these sexual and reproductive health services from 1 April 2024 will be brought forward for decision in summer 2023.

That it be agreed that the Chief Executive in consultation with the Cabinet Member for Communities, Equalities and Finance:

 

1.   Approves the award of a contract for the supply of agency workers via Lot 1 of the Eastern Shires Purchasing Organisation (ESPO) framework Managed Services for Temporary Agency Resources (MSTAR3) to Matrix SCM Ltd commencing on 4 April 2023 for a period of three years and three months with service delivery commencing on 1 July 2023 at an estimated annual value of £38m.

 

2.   Approves the inclusion of an option to extend the contract for up to two years in one year increments, making a total estimated maximum contract value of £190.5m inclusive of the extensions.

 

3.   Notes that no fees will be payable to Matrix SCM Ltd until service delivery commences on 1 July 2023.

 

4.   Notes the large majority of contract spend will be paid by Matrix SCM Ltd to the agencies in their supply chain who provide temporary workers to the council.

1.  Approves the award of the main contract for the Ledbury Estate redevelopment, to Higgins Partnership (Higgins) procured via the National Framework Partnership (NFP) framework for a period of 330 weeks for a contract value of £176,347,342 and noting that this scheme will benefit from a minimum of £125,000 per unit grant subsidy from the Greater London Authority (GLA), which results in a total contribution of £32.5m.

 

2.  Approves an additional works contingency, as set out in paragraph 2 of the closed report, to allow for any additional works that may arise outside of the contract and any further design development
