Decision:

 

1.  That consideration be given to the 1,585 responses received in relation to the experimental traffic arrangement on Rye Lane and the recommendations made by highways officers regarding the future of the scheme based on the Consultation Report in Appendix 1 and Overview Monitoring Report in Appendix 2.

 

2.  That officers be instructed to make the traffic management orders required to make the two-way bus arrangement (Option A) on Rye Lane permanent and retain loading and unloading for other motor vehicles from 7-10am Mon-Sun.

 

3.  That it be noted that a further report will be brought to the cabinet member should objections be received, that officers are unable to resolve, during the statutory consultation stage planned for the permanent traffic orders.

 

4.  That it be recommended that once the bus arrangement has been formalised, further interventions are implemented based on other feedback received during the consultation. This will include a full review of the restrictions on all Rye Lane side roads. Specific areas to focus on are outlined in Appendix 1 and include consideration of safer cycling infrastructure, increased footway width to ensure pedestrian safety and potential additional space for retail and hospitality, review of side roads for increased public realm and disabled parking, and will support waste management and refuse collection. A further report will be brought should further interventions be proposed on Rye Lane.

1.  Approves the implementation of a camera-enforced traffic filter on Westmoreland Road, under an Experimental Traffic Management Order (ETMO), see Appendix A.

 

2.  Approves the removal of the traffic filter on Phelp Street under Traffic Management Order (TMO), TMO2122-037_WS Merrow Street’ at the junction of Westmoreland Road to improve vehicle access and egress.

 

3.  Instructs officers to communicate the decision through a mail-out to local residents, provided in advance to local councillors and Cabinet member.

 

4.  Instructs officers to carry out a review with residents 6-8 months after the ETMO live date, to inform a permanent decision on the proposal.

15/11/2022 - Local lettings: Hidden homes - Whaddon, Breamore and Grosvenor ref: 7749    Recommendations Approved

To note the new council homes due to be made available from the Hidden Homes programme located on Friary (Breamore), Grosvenor Park and East Dulwich Estates, and to agree the local lettings criteria for the initial lettings of the new homes.

Decision:

1.  That the new council homes due to be made available from the Hidden Homes programme located on three estates: Friary (Breamore), Grosvenor Park and East Dulwich Estate be noted.

 

2.  That local lettings criteria below for the initial lettings of the new homes be agreed:

 

  i.  The hidden homes to be advertised through the Homesearch bidding website with 50% of the lettings provided to existing Southwark Council tenants within the local area where there is more than one hidden home located on the estate. Where there is only one hidden home developed, priority will be given to local tenants.

 

  ii.  That the local area is defined as tenants on the estate where the hidden home is located, Friary Estate, Grosvenor Park Estate and East Dulwich Estate.

 

  iii.  Rent arrears of less than four weeks or £50 if claiming housing benefit at point of application and point of offer.

 

  iv.  Households can only move upon successful completion of pre-tenancy inspection and interview as per section 5.26 of the councils published allocation scheme.

 

  v.  Households will be prioritised in existing priority bands and priority stars in accordance with our published allocations scheme.

 

  vi.  Requests for additional bedrooms to the assessed need will not be considered unless on medical grounds confirmed by Housing Solutions medical assessment service. Equally no households will be permitted to move into the new homes where the property size is below their assessed bed need creating a situation of overcrowding.
