1.  That it be agreed that the strategic director for children’s and adults’ services, in consultation with the deputy leader and cabinet member for Children and Young People and Education, approve the establishment of a multi lot framework agreement and approve the appointment of the suppliers in table 1 of the report, for the provision of alternative education for a period of four (4) years from 1 September 2022 for an estimated maximum annual contract value of £1.3m and a whole life contract value of £5.2m.

 

2.  That it be noted that the approved changes to the procurement strategy which were made following approval of the Gateway 1 Procurement Strategy report as set out in paragraphs 7 and 8 of the report.

To approve the local lettings scheme for the new homes at Haddonfield Estate.

1.  That  the local lettings scheme for the new homes at Haddonfield Estate where 50% of the properties will be allocated to existing council tenants within the local area be approved.

 

2.  That the further criteria applied to tenants of the local lettings scheme be noted:

 

  i.  The local area is defined as tenants on the immediate estate where the development is located and the nearby estate:

 

-  Haddonfield Estate

-  Nearby blocks and street properties.

 

  ii.  Rent arrears of less than four weeks or £50 if claiming housing benefit at point of application and point of offer.

 

  iii.  Households can only move upon successful completion of pre-tenancy inspection and interview as per section 5.26 of the councils published allocation scheme.

 

  iv.  Only households assessed in a housing need (bands 1-3) will be allocated a property through the local lettings scheme. Households will be prioritised in existing priority bands and priority stars in accordance with our published allocations scheme.

 

  v.  Requests for additional bedrooms above the assessed need will not be considered unless there is a medical grounds confirmed through the Housing Solutions medical assessment. Equally households will not be permitted to move into the new homes if the property is below their assessed bed need, creating a situation of overcrowding.

3.  That the award of the Phase 2 works contract be delegated to the Strategic Director of Housing and Modernisation via a Gateway 2 report for the reasons set out in paragraph 41 of the report.

 

4.  That it be agreed to defer the repayment of the land exchange contract sum of £12.5m and demolition costs of £0.855m until the long-stop date of 11 August 2025 the latest.

for the provision of Special Educational Needs and/or Disability (SEND) taxi for children, young people and vulnerable adults for a period of four years commencing on 1 September 2022 at an estimated annual value of £3.3m, making an estimated total Framework Agreement value over the four years of £13.2m.

 

2.  Approves the award of Call Off Contracts (these values are included in the framework value above) for the first year in respect of SEND taxi transport based on the expected levels of activity as follows:

 

·  HATS 48 transport rounds - £1.995m

 

·  Access Mobility Transport Limited, 9 transport rounds – £422k

 

·  Allfor Care, 15 transport rounds – £346k

 

·  additional rounds to be awarded to the value of approximately £537k.

 

3.  Notes that the value of these Call-Off Contracts may be subject to change due to finalisation of operational detail as noted in paragraphs 39 to 41 of this report and agree that any changes will be approved by the Director of Education.

 

4.  Note that in-year changes to Call Off Contracts or award of new rounds will be awarded without the need for a separate gateway report in line with the Children’s and Adults’ Services scheme of management.

1.  That it be approved that the local lettings scheme for the allocations of the 13 Hidden Homes located on the Tustin Estate where 100% of the  properties will be prioritised for existing tenants in the local area.

 

2.   That it be approved that the local lettings criteria for the Hidden homes is as shown below:

 

  i.  100% of the hidden homes located at Tustin Estate to be advertised through the Homesearch bidding website.

 

  ii.  The local area is defined as tenants on the Tustin Estate. Additional priority is given to tenants on Hillbeck Close before the rest of the tenants on the Tustin Estate, due to the need to move the tenants by September 2022 for the regeneration scheme of the estate to commence. 

 

  iii.  Households residing on the Tustin estate and registered on the councils waiting list prior to February 2020 will also be given preference for the hidden homes through this local lettings scheme.

 

  iv.  Only rent arrears of less than four weeks or £50 if claiming housing benefit at point of application and point of offer will be permitted unless there is a payment plan in place to clear the arrears.

 

  v.  Households can only move upon successful completion of pre-tenancy inspection and interview as per section 5.26 of the councils published allocation scheme.

 

  vi.  Households will be prioritised in existing priority bands and priority stars in accordance with our published allocations scheme.

 

  vii.  Tenants downsizing as part of the regeneration scheme will be entitled to 1 bedroom above their assessed bedroom need. In line with the commitment made by the council in the Tustin Estate Residents manifesto. However, residents will not be permitted to move into accommodation that creates overcrowded circumstances.
