To approve extension  of the sexual and reproductive health services  contracts with King’s College Hospital NHS Foundation Trust (KCH) and Guy’s and St Thomas’ NHS Foundation Trust (GSTT) for a period of one year from 1 April 2023 – 31March 2024

1.  That the extension of the use of the sexual and reproductive health services contract that Lambeth Council have with King’s College Hospital NHS Foundation Trust (KCH) for a period of one year from 1April 2023 – 31 March 2024 at an estimated value of £1,418,571 be approved.

2.  That the extension of the use of the sexual and reproductive health services contract that Lambeth Council have with Guy’s and St Thomas’ NHS Foundation Trust (GSTT) for a period of one year from 1 April 2023 – 31March 2024 at an estimated value of £2,897,368 be approved.

3.  That it be noted that a procurement strategy to commission these sexual and reproductive health services from 1 April 2024 will be brought forward for decision in summer 2023.

Decsion on the proposals for Druid Street based on monitoring and consultation

1.  That the consultation data and monitoring data collected since the scheme was implemented be considered.

2.  That officers be instructed to proceed with a detailed design to improve on the temporary scheme, and address the issues that have been raised in the consultation feedback and the Stage 3 Road Safety Audit.

3.  That officers be instructed to carry out the formal consultation procedure, as required by the Road Traffic Management Act 1984 and the Local Authorities Traffic Orders (Procedure) Regulations 1996, in order to make the experimental measures implemented on Druid Street and Gedling Place permanent.

The award of the coroner removals contract on behalf of the Inner South London Coroner’s Court Consortium (ISLCC) to Dignity Funerals Limited was

approved.

Contract award for the supply of agency workers

That it be agreed that the Chief Executive in consultation with the Cabinet Member for Communities, Equalities and Finance:

1.   Approves the award of a contract for the supply of agency workers via Lot 1 of the Eastern Shires Purchasing Organisation (ESPO) framework Managed Services for Temporary Agency Resources (MSTAR3) to Matrix SCM Ltd commencing on 4 April 2023 for a period of three years and three months with service delivery commencing on 1 July 2023 at an estimated annual value of £38m.

2.   Approves the inclusion of an option to extend the contract for up to two years in one year increments, making a total estimated maximum contract value of £190.5m inclusive of the extensions.

3.   Notes that no fees will be payable to Matrix SCM Ltd until service delivery commences on 1 July 2023.

4.   Notes the large majority of contract spend will be paid by Matrix SCM Ltd to the agencies in their supply chain who provide temporary workers to the council.

To instruct officers to proceed with detailed design stages and any statutory requirements to implement the scheme.

1.  That the 290 responses received in relation to the proposed street improvements on Bermondsey Street and the recommendations made by highways officers regarding the future of the scheme based on the consultation report in Appendix 1, further details in Appendix 2 and 3, and wider council policies be considered.

2.  That officers be instructed to proceed with detailed design stages and any statutory requirements to implement the scheme as shown in Appendix 4 of the report which supports the council’s Streets for People aspirations. 

3.  That it be noted that a further report will be brought to the cabinet member should the council receive objections at the statutory consultation stage.

To implement non-strategic traffic and highway improvements and complementary streetspace measures

That the non-strategic traffic and highway improvements and complementary streetspace measures, as detailed in the appendices to this report and summarised in Table 1, subject to the outcome of any necessary statutory consultation and procedures be approved for implementation.

Contract Award Approval

That the Cabinet Member for Council Homes and Homelessness, following consultation with the Cabinet Member for Communities, Equalities and Finance and in liaison with the Strategic Director of Housing:

1.  Approves the award of the main contract for the Ledbury Estate redevelopment, to Higgins Partnership (Higgins) procured via the National Framework Partnership (NFP) framework for a period of 330 weeks for a contract value of £176,347,342 and noting that this scheme will benefit from a minimum of £125,000 per unit grant subsidy from the Greater London Authority (GLA), which results in a total contribution of £32.5m.

2.  Approves an additional works contingency, as set out in paragraph 2 of the closed report, to allow for any additional works that may arise outside of the contract and any further design development

That the Cabinet Member for the Climate Emergency and Sustainable Development:

1.  Approves £43k from the Climate Capital Fund to Library of Things.

2.  Approves the installation and license to occupy for a Library of Things kiosk in Canada Water Library.

To approve the experimental traffic management orders for implementation with e-scooter/e-bike parking stations

That the Cabinet Member for Leisure, Parks, Streets and Clean Air (“Cabinet Member”) approves the making of an Experimental Traffic Management Order (“ETMO”) to implement parking stations for e-scooters and e-bikes as detailed in Appendix 1 of the report.

To approve permanent traffic management order on Valentine Place

1.  That the 87 responses received in relation to the experimental traffic scheme in place under ‘TMO2122-EXP15_Valentine Place/Barons Place Scheme’ on Valentine Place/Barons Place be considered and the recommendations made by highways officers regarding the future of the scheme based on the Consultation Report in Appendix 1 and Officer Responses in Appendix 2 be agreed.

2.  That officers be instructed to make the necessary Traffic Management Order(s) (“TMO”) required to make the experimental traffic restrictions on Valentine Place/Barons Place permanent.

That the lead member agrees to commence consultation on the amalgamation of Coburg Primary School and Camelot Primary School, as requested by the interim Executive Board of Coburg Primary School. The amalgamation would entail closing Coburg Primary School and facilitating the admission of children from Coburg to Camelot Primary School.

That the request of the Interim Executive Board at Cobourg Primary School to start a consultation on the proposal to amalgamate Cobourg Primary School and Camelot Primary School from 31 August 2023 by closing Cobourg Primary School and facilitating the admission of children from Cobourg to Camelot Primary School, be approved.

To agree to publish proposals to close Townsend Primary School from the 31 August 2023 onwards.

That it be agreed to publish proposals to close Townsend Primary School from the 31 August 2023 onwards.

Contract Extension

RESOLVED:

That the extension of the existing grounds maintenance contract with Quadron Idverde, now trading as Idverde for a further three year period from 3 October 2023 with an estimated annual cost of £3.338m and subject to the contract provision as set out in paragraph 50 of the report, making a total contract revenue value of the extension period of £10.014m be approved. 

To approve variation in contract value for the period 1 April 2023 to 31 March 2024

RESOLVED:

That the variation of the 0-19 children’s community public health services contract with Guys and St Thomas’s NHS Foundation Trust (GSTT) to a total value of £6,649,364 for a period of 12 months from 1 April 2023 to 31 March 2024 be approved.

To note and comment on the evaluation of the estate improvement pilots, and consider next steps for taking this work forward.

RESOLVED:

1.  That evaluation of the Great Estates Improvement Pilots as set out in paragraphs 6 to 23 of the report be noted.

2.  That the approach taking forward ongoing work as set out in paragraphs 24 to 30 be approved, including exploring the use of social value in housing contracts to support estate improvements and to supplement the growth approved by cabinet of £335k.

To note the updates on the Council's response to the recommendations from the review.

RESOLVED:

1.  That the progress and next steps relating to works at Marie Curie House, delivering on the recommendations of the independent review, and reviewing the works undertaken at Lakanal to review whether any additional works to Marie Curie are required at Lakanal be noted.

2.  That officers are instructed to bring a further update on these during September 2023.

3.  That it be noted that the council will not use qualitative design reviews (QDRs) for other existing buildings.

Approval of the Southwark Construction strategy (development of new council homes)

It was not possible to circulate this report five clear days in advance of the meeting. The chair agreed to accept this item as urgent as a decision on the strategy for guaranteeing a financially sustainable housing supply and extensive resident engagement on housing schemes was key to delivering the commitments laid out in the Council Delivery Plan. The urgent approval of the report was required to avoid delays to the undertaking of a range of resident engagement. This would inform the council’s approach to affordable housing supply up to 2026; these recommendations were reported to cabinet in 2024. The current economic environment required a dynamic and agile approach from Southwark Construction to deliver on both future and current developments that are already underway. This would reduce the incurrence of costs to the council moving forward by enabling Southwark Construction to remain responsive to the economic situation in its financing and planning.

RESOLVED:

1.  That the undertaking of a comprehensive review that considers the pipeline of affordable housing supply in the Southwark Construction Programme, exploring a range of options that reflects the priorities of local people, creates inclusive neighbourhoods and set the foundations for a financially sustainable housing supply in future years ‘Routes to 11,000 – a new council homes strategy for Southwark’ be approved.

2.  That the undertaking of a range of significant resident engagement, as outlined in paragraphs 30-33 of the report, which will help to inform the council’s approach to affordable housing supply up to 2026, subject to obtaining any necessary approval for the appointment of suitably experienced organisations to assist where relevant be approved.

3.  That it be noted that the findings and recommendations from such engagement and programme review will be brought forward, in a separate report, for cabinet approval by early 2024.

4.  That the continued delivery of a number of schemes within the Southwark Construction Programme, subject to obtaining any necessary approval for procurement for the appointment of developers/contractors to deliver individual schemes within the programme and in accordance with Southwark’s scheme of management, resident engagement and charter of principles be noted.

5.  That it be noted that Southwark Construction will remain agile and responsive to market conditions and utilise all tools at their disposal to make the most efficient use of council resources to maximise the number of new homes delivered.

To approve an update and extension of the Waste Management Strategy to 2025

RESOLVED:

Decision by the Cabinet

1.  That the Waste Management Strategy – Extension to 2025 be approved. 

Decision by the Leader of the Council

2.  That authority be delegated to the strategic director of environment, neighbourhoods and growth in consultation with the cabinet member for leisure, parks, streets and clean air to approve the actions that will be required to implement the projects set out in the waste management strategy – extension to 2025.

Approval to procure services of main contractor - paper to include tender report and total scheme cost update.

RESOLVED:

1.  That it be noted that the leader of the council will be undertaking a variation process in order for the gateway 2 award decision as outlined in the report to be taken by an individual decision maker.  That it be noted further that the award of contract will need to be in place in order for this scheme to benefit from £100,000 per unit grant subsidy from the Greater London Authority (GLA), which results in a total contribution of £26m.

2.  That approval for the gateway 2 award decision as outlined in the report be delegated to the cabinet member for council homes and homelessness following consultation with cabinet member for communities, equalities and finance in liaison with the strategic director of housing.
