1.  Approves the award of a works contract for Good Neighbours House, 38 Mary Datchelor Close, SE5 7AX to Niblock (Builders) Ltd for a contract sum of £2,932,138.05 for a period of 56 weeks from site possession commencing October 2022 until approximately November 2023.

2.  Notes the proposed works comprise of the reconversion and refurbishment of an existing hostel to create 13 new self-contained flats within one 3 storey block, including general external refurbishment and landscaping works.

3.  Notes the total project costs as outlined in the closed report. 

 

4.  Notes an additional contingency has been proposed as outlined in the closed report.

 

5.  Notes the contract sum equates to a build cost as outlined in the closed report.

 

6.  Notes Niblock (Builders) Ltd have committed that they will work with Southwark to meet the minimum requirement for the provision of apprentices as part of the commitment to the local community.

 

7.  Notes the development will meet the targets set out by the council’s Sustainable Design and Construction Supplementary Planning Document, and complies with the London Plan CO2 savings target of 35% overall.

 

8.  Notes that there is no loss to green amenity space as a result of these works.

 

9.  Notes that insulation upgrades to each property will improve the Standard Assessment Procedure (SAP) rating and thermal efficiency, reducing heat loss and reducing energy costs

That the Strategic Director of Finance and Governance;

 

1.  approves the extension of the current contract with Refuge, providing supported housing for a period of 15 months from 1 April 2023 to 30 June 2024, at a cost of £155,789

 

2.  approves the variation of the existing contract (as above), to be extended to include additional domestic abuse services currently provided by Solace Women’s Aid at a cost of £1,042,612 for a period of 18 months from 1 January 2023 to 30 June 2024.  The total cost of the contract extension is £1,198,401 (including supported housing element in paragraph 1.). 

 

3.  Approval of recommendations 1 and 2 is given subject to completion of a performance management framework agreed by the Strategic Director of Environment and Leisure, submitted by the 17 October 2022.

To consider approving the Loal Lettings Scheme for Tustin Estate

Decision:

That the Cabinet Member for Council Homes and Homelessness:

 

1.  Approves the local lettings scheme for the allocations of the new council homes built as part of the Tustin Estate Low Rise Redevelopment Programme where 100% of the properties will be prioritised for existing council tenants and resident leaseholders on the Tustin Estate.

 

2.  Approves the local lettings criteria for the new homes as set out below:

 

i.  Council tenants will be guaranteed a newly built council home on the Tustin Estate.

 

ii.  Resident leaseholders will be offered a newly built home on the Tustin Estate through outright ownership, shared equity, shared ownership or an equity loan.

 

iii.  The local area is defined as the Tustin Estate. First priority is given to council tenants of Hillbeck Close, Kentmere House, Heversham House, Bowness House and Manor Grove, and second priority is given to residents on the housing waiting list prior to 11 March 2020 or council tenants in Grasmere Point, Windermere Point and Ambleside Point who are living in overcrowded accommodation or are in housing need.

 

iv.  Council tenants and resident leaseholders will be pre-allocated a home off-plan based on prioritisation of housing need, medical need and how long they have lived on the estate. Households will be prioritised in existing priority bands and priority stars in accordance with the council’s published allocations scheme.

 

v.  Residents who currently live on the ground floor, have a private garden or both will be allocated home on a like for like basis.

 

vi.  If council tenants are currently in a larger property than their need, they will be eligible for a property with one more bedroom than their need, however they may downsize if they wish to do so. If residents are not currently in a home larger than their need, they will be not be eligible for a home with extra bedrooms. Residents will not be permitted to move into accommodation that creates overcrowded circumstances.

 

vii.  Residents aged 55 or over on completion of the new homes will be eligible for one of the Over 55s homes.

 

viii.  Council tenants and resident leaseholders may wish to move to a home in a later phase in which case they will be allocated a temporary new home in Phase 1, which will be chosen after other residents have chosen a permanent home in Phase 1.

 

ix.  Residents will need to register for rehousing but will not need to bid for the new homes. Residents will choose a home from a booklet and will be invited to attend an exhibition where the plans will be displayed.

1.  In conjunction with the Cabinet Member for Health and Wellbeing, approve a variation of the Adult Integrated Drug and Alcohol Treatment System (AIDATS) contract with Change, Grow, Live Services Limited to extend the contract for a maximum period of two years, commencing on 1 April 2023 up to a maximum contract value of £11,750,137 with the variations outlined in paragraph 46, making a total contract value of £39,358,34 8 as outlined in paragraph 47.

 

2.  In conjunction with the Cabinet Member for Health and Wellbeing, note that the maximum contract value outlined in paragraph 1 is comprised of the Public Health grant, Supplementary Substance Misuse Treatment and Recovery Grant and Rough Sleeping Drug and Alcohol Treatment Grant funding streams with special conditions associated with the grants outlined in paragraphs 44 and 45.

 

3.  That the Leader of the council agrees a variation of the executive scheme of delegation for the purposes of the above recommendation.

1.  Approves the procurement strategy outlined in this report to use the Pretium framework for building material supplies from 5 November 2022 at an estimated annual cost of £1.2m for a period of three years making a total estimated contract value of £3.6m.

 

2.  Notes that the Pretium framework is a sole supplier direct award framework and was awarded to Travis Perkins Trading Company Ltd (TPTC).

 

3.  Notes that the council has signed a non-committal Pretium access agreement at no cost which allows officers to access the Pretium framework.
