Decisions

That the award of the Kinglake Estate (old) QHIP 2021/2022 call-off contract via a mini-competition from the Major Works Constructor Framework to Durkan Limited for a period of 61 weeks from 4 April 2022 for the sum of £4,776,156, be approved.

The Strategic Director of Housing and Modernisation:

1.  Approves the award of works contract for Tenda Road to Rooff Limited for a fixed period of 52 weeks from 17 January 2022, for the contract sum of 

£3,268,601.42.

2.  Notes that following an allocation of £1,200,000 of grant from the Greater London Authority, the total cost per unit is £100,000.

Contract approval

That the Strategic Director of Housing and Modernisation:

1.  Approves the award of the Gateway Estate (Dartford & Empress) QHIP 2021/2022 call-off contract via a mini-competition from the major works constructor framework to Architectural Decorators Ltd for a period of 36 weeks for the sum of £1,577,599.

2.  Notes that the cost of works and contractor design fees is £1,577,599 plus a 5% contingency fund of £78,880 and fees of £141,091 making the total cost of this scheme £1,797,570.

Contract award approval

That the Strategic Director of Housing and Modernisation:

1.  Approves the award of works contract for Slippers Place, to Glenman Corporation Ltd for contract sum of £6,939,409 commencing from 31 January 2021 for a period of 74 weeks and:

a)  Notes the changes to the procurement strategy since the original Gateway 1 procurement strategy report dated 8 July 2019, as further detailed in paragraph 4 approved by the Strategic Director of Housing and Modernisation for projects under the EU threshold for works of £4.5m for which procurements have commenced before May 2023.

b)  Notes that this scheme will be subsidised with grant funding from the Greater London Authority (GLA).

To award the Print Management Contract

1.  That the Cabinet Member for Finance, Performance and Democracy approves the award of a call-off contract for the provision of print management services, from Lot 2 of the Crown Commercial Services framework RM6170, to Corporate Document Services Ltd. (CDS) for an estimated annual value of £800k for an initial period of three years with an optional one-year extension making a total estimated value over four years of £3.2m, commencing on 28 February 2022.

To approve the procurement strategy.

That the procurement strategy through the North East Procurement Organisation NEPRO3 framework as further detailed in paragraphs 18 and 19, for the provision of waking watch services to the tower blocks on the Ledbury Estate for a period of two years eight months commencing 14 February 2022 with break clauses at one year, 18 months, and 24 months at an estimated annual cost of £1.395m for the first year and, as one block will be demolished during the term (planned for September 2022) the total estimated cost of the contract is £3.24m be approved by the Cabinet Member for Council Homes and Homelessness.

To approve the Southwark contribution to the London Councils  grants programme  for 2022-23

That the Cabinet Member for Equalities, Neighbourhoods and Leisure:

1.  Agrees to the recommendation of the London Councils’ Leaders’ Committee that the proposed overall level of expenditure of the London Councils’ Grants Scheme for 2022-23 be £6.668 million to be shared by all London Councils and approves Southwark Council’s contribution of £237,037 to the London Councils Grants Scheme 2022-23, subject to approval of the council budget by Council Assembly in February 2022.

To approve the implementation of a programme of flood alleviation and drainage schemes.

That the Cabinet Member for the Climate Emergency and Sustainable Development:

  i.  Approves the implementation of the Flood alleviation schemes and Sustainable Urban Drainage Systems (“SuDS”) schemes identified in Table 1 subject to there being no unresolved objections following outcome of any necessary statutory consultation and procedures.

  ii.  Notes a further report will be brought forward should there be any unresolved objections to the proposed schemes.

Implementation phase of the pedestrian and cycle crossing on St James’s Road, and the public realm improvements on Blue Anchor Lane.

That the Cabinet Member for Transport, Parks and Sport:

  i.  Instructs officers to proceed with the implementation phase of the pedestrian and cycle crossing on St James’s Road, and the public realm improvements on Blue Anchor Lane.

  ii.  Instructs officers to carry out the formal consultation procedure, as required by the Road Traffic Regulation Act (“RTRA”) 1984 and the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”), in order to implement the changes as part of the Blue Anchor Lane scheme.

  iii.  Notes that a further report will be brought to the Cabinet Member should any unresolved objections be received during the statutory consultation period.

To consider the representations to the proposed cycle hangars, as set out in Table 1 and Appendices 1-3

That the Cabinet Member for Transport, Parks and Sport

  i.  Considered the representations to the proposed cycle hangars, as set out in Table 1 and Appendices 1-3, received during statutory consultation and approve the officer’s recommendations to rebut the objections relating to the proposals to introduce cycle hangars on Bushey Hill Road, Crofton Road and Cornflower Terrace

  ii.  Instructs officers to write to the people who made a representation to inform them of the council’s decision.

  iii.  Instructs officers to make the necessary Traffic Management Orders.

  iv.  Instructs officers to proceed with installation of the following proposals:

Proposal to retain measures at junction with Grove Vale

That the Cabinet Member for Transport, Parks and Sport:

1.  Considered the rationale for retaining the current location of the Melbourne Grove North traffic filter at the junction with Grove Vale and continue to monitor how it support the local community. Further details in Appendix A.

2.  Instructs officers under delegated powers to advertise a Temporary Traffic Regulation Order (TTRO) to retain the Melbourne Grove North traffic filter at the junction with Grove Vale.

3.  Revokes the Experimental Traffic Management Order (ETMO), implementable from 28^th October 2021, to relocate the Melbourne Grove North traffic filter from the junction of Grove Vale to the junction of East Dulwich Grove.
