C4 - Lower Road

  1. That officers be instructed to proceed with the detailed design stage and undertake the statutory consultation prior to implementing any permanent Traffic Management Order (TMO) necessary for the Lower Road Safety Improvements scheme. Any subsequent decision to make permanent TMOs would rely on the Council’s powers under the Highways Act 1980 (“1980 Act”) and sections 6, 49(5), 63 and 124 of the Road Traffic Regulation Act 1984 (“RTRA”). The Council would also discharge its duties under sections 45 and the 122 of the RTRA if, following statutory consultation, a decision was taken to proceed with making a permanent TMO. However, before any decision can be made on whether to introduce a permanent TMO to implement this scheme – and to replace the current temporary traffic orders introduced as part of the 2025 road layout (Part B Appendix 1) – a statutory consultation must be carried out, in accordance with the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”).

 

  1. That it be approved to proceed with statutory consultation on the proposed removal of the right-turn bans at Culling Road and Ann Moss Way.

 

  1. That it be noted that the following amendment will be subject to the outcome of statutory advertisement of the required TMOs:

·  Amended layouts at Culling Road and Ann Moss Way (Part D Appendix 1)

·  Chilton Grove junction safety improvements (Part C Appendix 1)

·  Implementation of a yellow box junction at Redriff Road

·  Kerb realignment in the cycle track near Orange Place

 

  1. That the safety-critical “Amended road safety improvements” layout outlined in Table 4 (and Part D Appendix 1) be agreed for the purposes of statutory consultation.

 

  1. That officers be authorised to continue monitoring the scheme and engage with the community to identify further measures to improve bus performance and reduce congestion.
