That in consultation with the
strategic director of housing, the strategic director
of
resources and
the director of planning and growth the following be
approved:
- The
contract award to Wates Residential Development Limited in line
with the procurement, subject to the preferred bidder stage for the
Development Agreement for Lot A for a period of six years, with the
possibility of extension of up to four years, noting the initial
Lot contains four sites and has an estimated day one Gross
Development Value (GDV) of £83,793,130 with a guaranteed
minimum of 343 affordable homes – of which at least 131 are
council homes retained by the council, conditional upon completion
of the preferred bidder stage.
- The
contract award to Mount Anvil New Holdings Limited in line with the
procurement, subject to the preferred bidder for the Development
Agreement for Lot B for a period of six years, with the possibility
of extension of up to four years, noting the initial Lot contains
three sites and has an estimated day one Gross Development Value
(GDV) of £263,756,562 with a guaranteed minimum of 196
affordable homes - of which at least 122 are council homes retained
by the council conditional upon completion of the preferred
bidder stage.
- That following successful completion of the
preferred bidder stage, the cabinet member for new homes and
sustainable development, in consultation with the strategic
director of housing, the strategic director of resources and the
director of planning and growth will be asked to approve the Development
Agreements for Lot A and Lot B to be entered
into.
- That
the strategic director of housing, in consultation with the
director of planning and growth, be authorised to grant on
satisfaction of the condition precedent to the Development Partner,
a lease or license, following preferred bidder stage and as set out
in the Development Agreement, for Lot A and Lot B and Pipeline
Sites.
- The outline governance process for
approving Pipeline Sites (see Table 5) that maybe added to either
Development Agreement partnership (either Lot A or Lot B) via an
IDM (approved by the cabinet member for new homes and sustainable
growth), with detail of how this process will work summarised in
between paragraphs 71 and 83 of the report.
