Gateway 2 - Contract Award Approval- Replacement of the Enterprise Resource Planning System: Lot 4 -Data Migration and Lot 5 - Reporting Services

18/08/2025 - Gateway 2 - Contract Award Approval- Replacement of the Enterprise Resource Planning System: Lot 4 -Data Migration and Lot 5 - Reporting Services

1.  That the Strategic Director of Resources in consultation with the Cabinet Member for Equalities, Democracy and Finance approves the award of Lot 4 (Data Migration) of the Enterprise Resource Planning System Replacement Procurement for a Data Migration partner to HCL Technologies UK Ltd contract under the Crown Commercial Services (CCS) RM6193 Software Design and Implementation Services framework agreement for £803,714 for a period of two years commencing in September 2025, with the option of one further one-year extension which is subject to change control against the agreed plan and Gateway 3 approval.

 

2.  That the Strategic Director of Resources in consultation with the Cabinet Member for Equalities, Democracy and Finance approves the award of Lot 5 of the Enterprise Resource Planning System Replacement Procurement for a Reporting partner to Infosys Ltd under the Crown Commercial Services (CCS) RM6193 Software Design and Implementation Services framework agreement for £679,020 for a period of two years, commencing September 2025, with the option of two further one- year extensions (2+1+1) which is subject to change control against the agreed plan and Gateway 3 approval.

 

3.  That the Strategic Director of Resources notes, for Lot 5 Reporting, the change in contract duration since Gateway 1 approval of up to four years, consisting of an initial period of two years followed by two further 12-month extensions, as further detailed in paragraph 27 of this report.

 

4.  That the Strategic Director of Resources notes that further details on this proposal can be found in paragraphs 17 – 78 of this report  with planned contract management throughout the duration of the contracts to ensure that the council’s requirements are met.

 

5.  That the Strategic Director of Resources, in consultation with the Cabinet Member for Equalities, Democracy and Finance, approves the use of the CCS Framework Agreement RM6285 to procure Lot 6-Support and Lot 7 – Data Archiving (or an alternative framework), as noted in Gateway 1, further detailed in paragraph 16 of this report.
