Holyrood Street Improvement

1.  That the 33 responses received via the informal public consultation on the proposed street improvements on Holyrood Street which include the proposal to implement bookable loading bays and the recommendations made by highways officers based on the consultation report in Appendix 1, and further details in Appendix 2, be considered.

 

2.  That the introduction of three bookable loadings bays on Holyrood Street as shown in the drawing at Appendix 4, be approved

 

3.  That officers be instructed to implement the bookable loading bays by way of a Traffic Management Order (TMO) made under sections 6, 45, 46, 49, 124 of the Road Traffic Regulation Act 1984 (“1984 Act”), subject to statutory consultation carried out in accordance with the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”).

 

4.  That it be noted that a further report will be brought to the Cabinet Member should we receive objections at the statutory consultation stage.

 

5.  That officers be authorised to take steps to hold a public inquiry pursuant to regulation 9(1) of the 1996 Regulations in relation to the proposed TMOs where considered expedient to do so.

 

6.  That the EINA located at Appendix 5 and the equalities assessment set out in this report in accordance with the council’s Public Sector Equality Duty (“PSED”) be considered.
