1. a) That the change to a power instead of a duty to charge for residential care be acknowledged and, pending wider consultation for the introduction of a fairer contributions policy, the current charging policy for charges for adult social care (ASC) be continued.
b) That the current level of charges be updated in line with the current policy as set out in Appendix 1.
2. That charges for arranging care and support for adults with care needs whose financial resources are above the financial limit (i.e. self funders) at the level of costs incurred by the council in making the arrangement be introduced.
3. That charges for new DPAs (deferred payment agreements) set up under the 2014 Care in accordance with the Care and Support (Deferred Payments) Regulations 2014 (section 9 for interest and section 10 for administration costs) be introduced.
4. That the proposals in this report are interim measures pending consultation and subsequent development of a fairer contributions policy that will be brought to Cabinet in the 2015/16 financial year be noted.
