Minutes:
The licensing team leader introduced the report. The principal licensing officer also informed the committee regarding the proposed updates.
There was a discussion and members had questions for the officers.
Members asked that the draft licensing policy document with track changes be circulated to them, which the licensing team leader agreed to do.
The chair advised that she would work with officers on the amendments that were required to be made to the draft licensing policy document, before it was sent out for consultation, and would circulate the final draft to the other members of the committee.
RESOLVED:
a) That the draft amendments of the Southwark Statement of Licensing Policy 2026-2031 provided at Appendix A to this report be approved, subject to the committee members further amendments, to undertake public consultation.
b) That the arrangements for public consultation on the draft revision of the policy document, as set out within this report, including the basis for the public consultation questionnaire be agreed. Should the consultation date begin later than the date proposed in the report, the consultation should last for no less than six weeks.
c) That the areas within the public consultation, including opening and closing times for licensed premises (based on premises type and area classification) and the retention of cumulative impact areas in their current geographical state based on the review undertaken in 2023 be agreed.
d) That the extension of the Late Night Levy, to include late night refreshment premises operating between 00:00 (midnight) and 06:00, be agreed.
