Overview and Scrutiny Committee and Commission Work Programme 2025-26

To consider and agree the annual work programmes for overview and scrutiny committee and the commissions for 2025-26 municipal year.

Minutes:

The Chair asked a question on terms of reference for the scrutiny commissions.

Everton Roberts, Head of Scrutiny explained to the commission that there is General terms of reference for the Overview and Scrutiny Committee and its commissions. Individual scrutiny commissions do not have specific terms of reference. However, each of the four commissions have their remits specified with regards to Cabinet Member Portfolios.

 

The committee then discussed the Environment, Community Safety and Community Engagement Scrutiny Commission remits and covered the following points

 

  • Playground provisions, play provisions for girls and other community groups
  • Plan around streets – Zoning strategy (Community Engagement)
  • Community Safety Plan and Review
  • Refreshed Leisure Strategy
  • Police Oversight Board

 

The Chair then discussed the Education and Local Economy Scrutiny Commission around the following themes

 

  • Procurement Framework might be retained to OSC
  • Send and School Leavers
  • Commercial Leases
  • Short Term Parking

 

The committee then discussed the remit of the Health and Social Care Scrutiny Commission with regards to

 

  • GP’s and Clinics
  • Early Cancer Diagnosis
  • Travel for London (TfL) bus times for over 60s
  • Nursing Homes

 

The committee then discussed the Housing Scrutiny Commission remit and covered the following

 

  • Good Landlord Plan
  • TMO and Lease
  • Tenants and leaseholders
  • Decent homes, district heating
  • Homes delivery
  • Fire Safety

 

The committee then discussed the Overview and Scrutiny Committee remit

 

  • Budget Scrutiny
  • Cost of Living
  • Annual Workforce report
  • Southwark Delivery Plan
  • Council delivery programme
  • Southwark 2030 goals
  • Council’s Transformation Agenda
  • Cemeteries and crematorium services
  • Community Review Panels- Regeneration Old Kent Road (Land Commission)
  • Development of Social Purpose of Land Framework
  • Canada Water
  • Social Rent delivery
  • Affordable housing – Housing delivery
  • Rail Infrastructure – CIL investment
  • Cost of Living - Universal Credit
  • Community Infrastructure CIL- to clarify between Local CIL and Neighbourhood CIL
  • Scrutiny call-in - Gateway 1 Housing Procurement- committee to discuss a scrutiny review in the future
