Councillor Gavin Edwards returned to the meeting at this point.

There was one amendment to this report.  Amendment E was moved by Councillor Emily Tester.  Amendment E was seconded by Councillor David Watson.

After debate, (Councillors Joseph Vambe, Kieron Williams) Amendment E was put to the vote and declared Lost.

The recommendations were put to the vote and declared Carried.

RESOLVED:

1.  That Council Assembly agreed the proposal to replace the current community champions and multi ward area geography with 10 neighbourhood areas.

2.  That Council Assembly approved the creation of five neighbourhoods champions.

3.  That Council Assembly noted that the proposed changes will require changes to Article 8 and Part 3H of the Constitution and any other consequential constitutional changes.

4.  That Council Assembly noted that executive functions for the Neighbourhood Fund, Cleaner, Greener, Safer, and Devolved Highways funding will sit with Neighbourhood Community meeting.

5.  That Council Assembly noted that wards are still able to discuss and meet on issues that affect them and that this proposal retains the opportunity for residents to present funding proposals for their local area.
