Scrutiny arrangements for 2020-21

To agree scrutiny arrangements for the 2020-21 municipal year.

RESOLVED:

 

1.  That the size and composition of the overview and scrutiny committee as agreed by annual council assembly, detailed below be noted.

 

11 places (8 Labour / 3 Liberal Democrats)

 

4 voting co-opted places (1 Church of England Diocese representative,

1 Roman Catholic Diocese representative, 2 Parent governor representatives)

 

Chair: Councillor Ian Wingfield

Vice-Chair: Councillor Victor Chamberlain

 

2.  That the following scrutiny commissions be appointed for the 2020-21 municipal year with the size and composition detailed below and remit as reflected in the commission titles:

 

Education and Local Economy Scrutiny Commission

 

7 places (5 Labour / 2 Liberal Democrats)

 

2 voting co-opted places (1 Church of England Diocese representative,

1 Roman Catholic Diocese representative)

 

Environment Scrutiny Commission

 

7 places (5 Labour / 2 Liberal Democrats)

 

Health and Social Care Scrutiny Commission

 

7 places (5 Labour / 2 Liberal Democrats)

 

Housing and Community Engagement Scrutiny Commission

 

7 places (5 Labour / 2 Liberal Democrats)

 

3 Non voting co-opted places (1 Tenants Forum representative, 1 Homeowners Forum representative, 1 Southwark Tenant Management Organisations Committee representative)

 

3.  That chairs and vice-chairs of the commissions be appointed as follows:

Housing and Community Engagement Scrutiny Commission

4.  That overview and scrutiny committee retain the Crime and Disorder responsibility and the health and social care scrutiny commission be given responsibility for Health matters.

 

As and when required, the overview and scrutiny committee may call upon a commission to undertake a piece of work that does not necessarily sit with another commissions identified remit of responsibility.

 

5.  That councillors Victoria Olisa and David Noakes be re-appointed to ‘our healthier south east London’ joint health overview and scrutiny committee

 

6.  That Councillors Victoria Olisa, Maria Linforth-Hall and Charlie Smith be re-appointed to the Lambeth and Southwark joint health overview and scrutiny committee

 

7.  That the indicative work programme topics for 2020-21 for the overview and scrutiny committee and the commissions as detailed below be agreed:

 

·  Post Covid-19 – Ongoing impact (review across overview and scrutiny committee and health and social care scrutiny commission)

·  Continuing the work on climate/pollution and transport (environment

  scrutiny commission)

·  Health inequalities (health and social care scrutiny commission)

·  Opportunities for young people (education and local economy scrutiny

  commission)

·  Harnessing community liaison/mutual-aid groups (housing and community engagement scrutiny commission)

·  Regeneration/planning strategy (overview and scrutiny committee)
