Council assembly to consider confirming representations to the Secretary of State for Transport in relation to the Transport and Works Act Order for the Northern Line Extension.

This report was considered after the guillotine had fallen, therefore in accordance with council assembly procedure rule 1.12 (3) & (4), the report was afforded up to a maximum of 15 minutes.
There were four questions on the report the responses to which were circulated on green paper at the meeting. Four supplemental questions were asked of the cabinet member for transport, environment and recycling. The questions and responses are attached as Appendix 6 to the minutes.
In accordance with council assembly procedure rule 2.11 (2), the report was formally moved by the Mayor.
Following debate (Councillor Neil Coyle), Councillor Catherine Bowman made a point of personal explanation. The debate continued (Councillor Patrick Diamond), at 10.45pm the Mayor announced that the time allocated to this report had expired and the meeting would move to the vote on the recommendations contained within the report.
The recommendations contained within the report were put to the vote and declared to be carried.
RESOLVED:
That council assembly:
1. Endorses the council's holding objection to the application for the London Underground (Northern Line Extension) Order, served upon the council on the 30 April 2013, by Transport for London (TfL), and submitted by the council to the Secretary of State for Transport on 17 June 2013, in accordance with Section 239 Local Government Act 1972 and Rule 21 of the Transport and Works (Applications and Objections Procedure) (England and Wales) Rules 2000 (SI2000 No. 2190) (“the Applications Rules”) (Appendix 1); and
2. Agrees to the submission of the council's formal objection to the London Underground (Northern Line Extension) Order, served upon the council by TfL on the 30 April 2013, to the Secretary of State for Transport in accordance with Rule 21 of the Transport and Works (Applications and Objections Procedure) (England and Wales) Rules 2000 (SI2000 No. 2190) (“the Applications Rules”) as soon as practicable following the endorsement of paragraph (1) of the recommendation.
