6.1  The sub-committee went through the list of proposals suggested by all Members at OSC.

6.2  Members decided their first topic of work would be ‘What is the true meaning of the budget and policy framework?’

6.3  It was felt that budget estimates should be set out for each area with broad expenditure predictions.  At this time, growth savings and commitments are the only things that are shown.  Members want to see key expenditure at every stage so that it can be viewed clearly.

6.4  Members agreed that they wanted to see a clear budget framework, with a description of what it is and who makes decisions based upon it.  Members wanted to know about any issues that made the framework confusing, so that suggestions may be made to improve the situation.

RESOLVED:

1.  Members agreed that appropriate officers be sought and invited to the next sub-committee meeting on the 20^th July.

2.  Members provisionally agreed to take the remaining work topics in this order:

·  20 mph Zones and Speeding

·  Planning Enforcement

·  Housing Repairs

The meeting concluded at 8.25pm.
