The Deputy Mayor informed the meeting that she intended to hear from the cabinet member first, followed by public questions, after which the motions and amendments would be debated.  She stated that she would allow some time at the end of the debate for members’ questions.  At this juncture, Councillor Anood Al-Samerai raised a point of order.  The clerk advised that in accordance with council assembly procedure rule 1.5 (Powers of the Chair), the Deputy Mayor having consulted with group whips, had varied the order of business.
