Final Scrutiny Report: De-Cluttering Programme Review (Scrutiny Sub-Committee B)

Minutes:

7.1  Councillor Tim McNally declared a personal and prejudicial interest in recommendation 9 of the report, as a member of and a supplier to Living Streets.  Councillor Mark Glover declared a personal and non-prejudicial interest as a director of Greening the UK.

 

7.2  The head of overview & scrutiny clarified that the committee could add recommendations of its own but not if they were in direct opposition to those of the originating sub-committee.  It was also possible to delete recommendations if this did not substantially alter the findings and recommendations of the sub-committee.

 

7.3  Members of the committee expressed the view that recommendation 9 should refer to all relevant stakeholders and not specify an individual organisation.  Members also felt that recommendation 12 was unnecessary in view of other recommendations that promoted use and championship of the design guide.  Finally, the committee agreed to add a recommendation to encourage highways officers to remove temporary and redundant signage.

 

RESOLVED:

 

That, subject to the following, the final scrutiny report be referred to the cabinet for consideration:

 

-  Recommendation 9 be amended to read, “Relevant stakeholders should be consulted on public realm issues wherever practicable”

 

-  Recommendation 12 be deleted

 

-  Add new recommendation, “That highway officers be encouraged to be more proactive in removing temporary and redundant signage”
