Scrutiny review : Air Quality report
The draft reports, proposed amendment ( SE5 Forum paper on main roads) and the finalised report, plus appendix, (completed following the meeting) are all published. Supporting documents: Minutes: The Air Quality scrutiny review report was agreed subject to the following amendments:
· Inclusion of a report by The SE5 Forum outlining Camberwell’s Vision for Camberwell’s Main Roads, as an appendix.
· Councillors’ disappointment will be recorded that the requested data showing parking spaces on street and on estates by ward was not available in time to be included in this report. Independent research by the Commission, sourced from publically available data on car ownership by ward, postcode and borough (% of households with no car) will be included as an appendix, to give a sense of the differences across Southwark and comparable boroughs. In addition Recommendation 17 will add a defined target of a 5 % reduction per year on parking in order to reach a goal of 50% reduction in parking over 10 years.
· Recommendation 12, on the rollout of secure bike storage, will refer to tens of thousands, directly replacing car storage spaces and recommending utilising bike storage as modal filters, where suitable. An additional recommendation will also be added recommending that Southwark adopts a maximum charge for bike hubs/hangers that ensures that is cheaper than car parking by space.

Scrutiny Review: Climate Emergency
The draft second climate emergency report, plus a proposed amendment, the Executive Summary and the finalized report (completed following the meeting) are all published, along with a submission fromExtinction Rebellion (XR) Southwark Lobbying Working Group, who provided a draft document to input into the development of Southwark’s Climate Emergency strategy.
Supporting documents: Minutes: The second scrutiny review on the Climate Emergency strategy was agreed, with thanks, subject to the following amendments:
· A recommendation will be added noting the significance of the New Southwark Plan in relation to the delivery of Southwark’s overall climate goal, and that the Commission is keen to ensure that Southwark delivers on its ambitions for both zero/low carbon growth and improvements to biodiversity through Supplementary Planning Documents and that these should be developed as a matter of urgency.
· Text provided by the Cabinet Member for Social Regeneration, Great Estates and New Council Homes , who is leading on addressing the embodied carbon and resource impact of council led regeneration in the new council homes programme and on our estates, will be sub-edited for fluency.

Work Programme
Minutes: The Commission considered what might be useful to include in the work programme for next administrative year, bearing in mind that it will be a new Commission who ultimately set the programme of work for 2020/21. Some pointers and recommendations for further work were identified:
· A written briefing providing an update on the strategy and associated work, by Climate Change Director, would be helpful, alongside a permanent slot on the agenda.
· The Commission ought to consider how to widen the pool of witness who come to meetings to provide evidence, in light of Black Lives Matter.
· ‘The 15 minutes city’, referred to in the Air Quality report and presently being pioneered by Paris Mayor, Anne Hidalg, to enable the phasing out of vehicles, is recommended for further work.
