COST OF LIVING PROFILE

    The Board received a presentation from Tim Clark of Citizens Advice Southwark who provided an overview of the support being provided to residents by Citizens Advice.

     

    The Board further received a detailed insight from officers on Southwark’s response to the cost of living crisis.

     

    RESOLVED - The Southwark Health and Wellbeing Board;

     

    1.  note the findings of the cost of living profile – how the crisis will affect residents, how this is likely to affect different population groups, how this will impact health and wellbeing and what national and local measures are in place.

     

    2.  advocates for the South East London Integrated Care Partnership Strategy to include proposals that can alleviate the cost of living crisis and impact on health and wellbeing.

     

    3.  agrees the following actions in response to the cost of living crisis:   

     

    ·  Strategies and plans developed by Health and Wellbeing Board partners include how they will contribute to alleviating the impact of the cost of living crisis on residents and staff;

    ·   A Protected Learning Time Event is delivered to GPs, to raise awareness of local sources of support for residents struggling with the impact of the cost of living crisis;

    ·  Information about the local support offer is disseminated through Community Health Ambassadors and Social Prescribers;

    ·   Training is delivered to health and social care practitioners who may visit people’s homes, to ensure they are aware of the health risks of a cold home and how to identify at-risk people;

    ·  Further sessions on practical measures to help alleviate cost of living pressures are delivered to staff groups / organisations who have not yet been engaged.

     

    4.  The Board notes the Community Referral Pathway into Southwark Council Cost of Living Fund (SCCOLF) and identifies any organisations to become referring partner such as primary care.

JOINT HEALTH AND WELLBEING STRATEGY 2022 - 2027 (EXECUTIVE SUMMARY AND ACTION PLAN)

DEVELOPMENT OF PARTNERSHIP SOUTHWARK HEALTH AND CARE PLAN

    The Board considered the report, which provided an update on the progress of the Partnership Southwark’s Health and Care Plan. The Plan will lay out a shared set of integrated priorities to start delivering as a partnership

     

    Southwark residents will be crucial in helping deliver new ways of working in the health and care system. Development of the Health and Care Plan priorities is informed by the engagement work that underpinned the Joint Health & Wellbeing Strategy.

    Partnership Southwark workstreams will be running programmes of engagement to bring in people with lived experience as well as voluntary and community organisations to further support design and delivery of these priorities.

    The Health and Care Plan will also align with existing partner organisational strategies. Existing work and identified priorities will continue while the Plan is developed and will be incorporated into the final version.

    Development of the Health and Care Plan will be reported into the Partnership Southwark Delivery Executive and Strategic Board. It will return to Health and Wellbeing Board for oversight and ongoing reporting once priorities start to be delivered.

     

    The Southwark Health and Wellbeing Board:

    a)  Note the update on progress with Partnership Southwark’s Health and Care Plan in the context of the Joint Health and Wellbeing Strategy and wider South East London Integrated Care System (SEL ICS) developments.

    b)  Note that an update on progress of the Health and Care Plan will be shared at the March Health and Wellbeing Board.

    c)  Agree that the Health and Wellbeing Board will receive six monthly updates on the delivery of the Health and Care Plan from Partnership Southwark once implementation commences.

     

11.

DEVELOPING OUR SOUTH EAST LONDON INTEGRATED CARE STRATEGY

    The Board considered the report, which detailed the ambitions and objectives for the integrated care strategy. This included the proposed structure of the ICS strategy and the overarching approach to creating the strategy. Also covered were the key engagement points undertaken so far and the approach to identifying priorities for cross system action.

     

    RESOLVED – The Southwark Health and Wellbeing Board;

     

    1.  Discussed the progress made thus far in developing the South East London Integrated Care Strategy. 

     

    2.  Provided specific feedback on the 14 potential priorities outlined in the accompanying presentation.

     

    3.  Agreed to receive the published version of the South East London Integrated Care Strategy at the March meeting, and to receive further updates on progress in delivery over the five-year strategy period.

COVID-19 AND VACCINE UPDATE

Minutes:

The Board considered the COVID-19 monitoring report, which presented headline statistics for current local and regional COVID-19 data.

 

Key headline messages:

 

·  Southwark had 87 confirmed cases of COVID-19 in the week to 5 November.

·  ONS also estimate that infection rates are decreasing, with 1 in 50 people in London having COVID-19 as at 1 November

·  Across the capital, there are now around 1,000 hospital inpatients with COVID-19, with around 60 people in mechanical ventilation beds in critical care.

·  At our local trusts, COVID-19 inpatient numbers are also decreasing.

·  Around 39,000 Southwark GP-registered patients have now had an autumn booster dose of the COVID-19 vaccine

·  Local COVID-19 and flu vaccination work is ongoing, and is being combined with other key health interventions

·  Number of Omicron variants are currently circulating in England, notably the BQ.1 and XBB sub-variants.

 

RESOLVED - The board note the update of the COVID-19 Monitoring.
