Minutes: The chair introduced himself and welcomed those present at the meeting which included the Spanish delegates who were invited to attend the meeting.
He thanked Harris Academy for hosting the meeting.
Councillors and officers then introduced themselves. Soon after Fred Lassore, a local musican gave a short performance. The chair said people should check out his twitter account. |

· Police updates Minutes: The following community announcements were heard:
Leaders of tomorrow
Representatives from the Leaders of tomorrow gave a short presentation at the meeting. The spokesperson, Vallin who was accompanied by four young people outlined the work the group does which was to mentor and work with young people, from black and ethnic minority backgrounds.
Vallin explained that two young people from the group won national scholarships. Several of the young people from the ages of 13, 15 and 16 years shared their experiences and mentioned some of the places they visited – Oxford University, Houses of Parliament and Atlanta in America. The young people that spoke said Leaders of tomorrow provided a path for them to improve academically as they had seen an improvement in their grades.
In 2012, British Airways became one of their main sponsors, where the leaders of tomorrow were given complimentary tickets to visit Orlando, Florida to attend a youth conference.

Police updates
Sergeant Johnson gave a brief update on policing matters which included crime figures for the wards. He reported that crime overall had dropped and the police were tackling predictive control spots, motor vehicle crime, and burglary had been reduced. However common assaults were on the rise which the police agreed to tackle. Sgt Johnson thanked community safety officers of the council for assistance and support on the night time economy hot spots in the area.
Shaun Stepford from the local policing team referred to police cuts and ways in which they could recruit people to the neighbourhood scheme. He also referred to “stop watch” which was where the police visited local residents to encourage them to join the scheme. Those that were involved in “stop watch” remained in contact with the neighbourhood co-ordinators and attend the neighbourhood watch meetings.

Youth Community slot
Awards for the youth community council – certificate of appreciation. Minutes: The cabinet member for children and schools, Councillor Victoria Mills handed certificates of appreciation to the youth community council representatives. The chair said that the young people had done a fantastic job giving their time and effort to volunteering. |

Theme - Revitalised neighbourhoods, community spaces and homes

Minutes: The chair introduced the theme and the cabinet member for regeneration, planning and transport, Councillor Mark Williams,
Summary of presentation:
Councillor Williams spoke about the on going regeneration in Peckham, and referred to the area’s local land marks, the library and the leisure centre. He said further investment would take place in the area and this had now proceeded to the next stages of regeneration in Peckham Square. There were a number of events that had taken place recently which related to the co-design and the square’s planning application which would be submitted to the council. If the application was approved by the council then works would be implemented immediately this process. The council also received some funding from the heritage lottery fund.
Councillor Williams mentioned there were further developments being proposed for the area and the area’s action plan would set out the types of developments that would form part of the regeneration in Peckham and Nunhead.
It was noted that as part of the borough’s regeneration programme the council would like to involve and train local people in construction skills particularly young people so as to boost youth employment in the borough.
During questions Councillor Williams said that the council would create 2000 apprenticeships by 2018
The cabinet member read out questions that were taken via twitter and from members of the audience. The topics covered under questions included affordable housing, ownership of business units and premises, the Peckham town centre and the borough’s cycling strategy.

Peckham train Station
Officer presentation. Minutes: Neil Kirby, head of regeneration (south of the borough) introduced the item on Peckham train station.
Summary
The Peckham train station project also known as the Gateway project had identified four sites for development. The heritage work would include the staircase, the old waiting room and other parts of the station.
The officer outlined the aspirations collected from the community when the co-design consultation ended. Noted that there were 10 aspirations for the square referred to under peckhamcodesign.org
Relocation packages were offered to those traders affected by the compulsory purchase orders.
Planning application to be submitted by the summer and at the same time reach an agreement with the traders.
Construction to commence in the summer 2016.
Following questions, the officer agreed to provide a list of SE15 projects upon request. |

Community Council Question to Council Assembly
Each community council may submit one question to a council assembly meeting that has previously been considered and noted by the community council.
Any question to be submitted from a community council to council assembly should first be the subject of discussion at a community council meeting. The subject matter and question should be clearly noted in the community council’s minutes and thereafter the agreed question can be referred to the constitutional team.
The community council is invited to consider if it wishes to submit a question to the ordinary meeting of council assembly. Minutes: The following was put forward as a community council question to the council assembly meeting – July 2015:
“Can the cabinet member for regeneration give the Peckham and Nunhead community council an update on the current progress of the Peckham square co-design?”

That the following local traffic and parking amendments, detailed in the appendices of the report, be approved for implementation subject to the outcome of any necessary statutory consultation and procedures.
· The Gardens – install double yellow lines adjacent to a planned vehicle crossover that will provide access to the side of No.186 Peckham Rye.
· Sumner Road – install double yellow lines at the junction with Rosemary Road to improve sight lines.

Ivydale Traffic Calming Review

RESOLVED:
1. That the Peckham and Nunhead Community Council agreed to implement the revised Ivydale Road traffic calming review proposals as set out in Appendix A of the report, subject to the outcome of any statutory procedures.
2. That the proposed changes to the scheme which was outlined in paragraph 15 of the report be noted.
3. That the lack of support for some fundamental elements of the scheme which was detailed in Appendix C (consultation response summary) of the report be noted.
4. That the community council call upon the cabinet member for regeneration, transport and planning to support the development of proposals for changes to the traffic calming around the junction with Ivydale Road and Bellwood Road. This would improve the safety for Ivydale school children and reduce the disturbance of residents that live nearby. |
