Community announcements and presentations
Minutes: The following announcements and presentations were made:
Winter campaign
Rosemary Watts from NHS Southwark Clinical Commissioning Group spoke about the winter campaign that had been launched by NHS Southwark Clinical Commissioning Group. Information leaflets were available at the meeting. The scheme had been put in place to address and signpost people to other health-based services if their illness was not considered life threatening. This would avoid the hospital’s A&E department being used for non emergency illnesses. Rosemary explained that had been some media coverage about the difficulty people had getting a doctor’s appointment and therefore people used the A&E services because of the time delay. People were reminded to only use A&E services if they felt it was life threatening.
Rosemary also spoke about the review of the health services and development of a strategy so the situation could be addressed. People were encouraged to sign up to NHS Southwark’s email list which they were able to do during the course of the meeting. In addition there was a lot of publicity on how people use the A&E and GP services.
Peckham Vision’s Town Centre Exhibition
Eileen Conn from Peckham Vision spoke about the group’s Peckham Town Centre exhibition that was held on 16 to 18 December 2013 during the day and evening. The group wanted volunteers to help out in the coffee shop along Bellenden Road. More information was available during the break.
Peckham and Nunhead – Youth Community Council
Sharon Pryce, Youth Development Worker, who was accompanied by representatives of the youth community council reported on proposals to improve community councils and the activities that had taken place following the money they received from the restoration fund. The young people went on a boat trip, and attended a Black history event in Liverpool.
The representatives from the youth community council took it in turns to briefly outline what they thought about the last community council meeting they attended in September 2013.
The young people outlined the following:
· They felt the last community council was interesting and covered topics on the budget consultation and public toilets in Rye Lane. Its theme on the Peckham Town Centre and Rye Lane was quite engaging.
· The meetings were too long and there should be more of a focus on young people.
· Use less jargon so it could be more easily understood.
· They thought people were always complaining about crime amongst young people.
· The local area had far too many congested pavements and a number of meat / butcher shops that left food waste on pavements.
The chair thanked the young people for sharing their ideas and some of the issues raised about multiple shops which had also been a concern for the community council. The chair stated that she would welcome them back to a “youth theme” community council meeting next year.

Peckham Town Team - update
To introduce the team, their remit and recent activities. Minutes: Peter Williams from the “Means” gave the meeting an update on the Peckham Town Centre initiative. It came about after the Mary Porter initiative, to tackle the decline of old shops in town centres.
Peter explained the project were unsuccessful in a bid they put through to the DLCG (Department for Local Communities and Local Government). Following that the group received money from the cleaner greener safer funding programme which specifically looked into improvements to the high street. He said anything was achievable if money could be invested in these sorts of schemes. He emphasised the importance of giving support to the local high street.
Peter felt that the publicity on free parking in the borough’s town centres which was part of a “shop local campaign” during the Christmas period had not been widely publicised. He said people should be given special dispensation to park free of charge during the day or in the evening.
Peter briefly mentioned the pop up shop located at 91 High Street next to Peckham Space. The pop up shop is used to test new business ideas and ventures on the high street. |

Peckham Townscape Heritage
Minutes: The item was considered in conjunction with item 10, Rye Lane Peckham Conservation area management plan.
Michael Tsourkaris, design & conservation officer spoke about the Peckham Townscape Heritage which involved repairs and restoration works to historic features. Officers had identified 45 buildings on Peckham High Street. Illustrated plans were on display at the meeting. He reported that a stage two bid was held in January 2014. He hoped to hear back about their bid to the heritage lottery fund in order for them to agree to the restoration.
Michael spoke about the management plan for Rye Lane copies of which were available at the meeting. The officer mentioned the council were seeking views of residents, local stakeholders and community businesses about the management plan. The consultation period was held for 12 weeks until 21 February 2014. The officer said any comments from the community council and the management plan would be presented to the planning committee and the Heritage Lottery Fund.
The officer responded to questions and agreed to attend community based meetings and arrange drop in sessions at local libraries. He also took on board people’s concerns about the lack of consultation and community engagement with residents and the short timescales for the consultation.

Short film shown during the break Deborah Oduyoye a film producer of the “Meet the Adebanjos” talked briefly about how she started her career after she attended university. She spoke about the talent of local people, what opportunities there were for young people and how she was proud to be a resident of the borough. The meeting were shown a clip of the film, “Meet the Adebanjos” during the break.

Supporting documents: Minutes: Q1 A local resident from Asprey Road residents association asked about some of the shops that had closed down around Queens’ Road train station and Pomeroy Street. This included the recent closure of a dry cleaners shop which seemed profitable and busy; she wondered whether that was due to the proposed regeneration in Queens Road. She said local residents had been concerned about the closure of shops and wondered why this was happening?
A1 Councillor Colley responded by saying she could not comment as to why some shops closed. It might be that the shops were not making money which was usually the reason for shops closing. Councillor Colley reported there had been some improvements to shop fronts in the area but would find out about the timelines for the proposed programme of works from officers and understood further investment needed to be made in the area.
Councillor Mills added that through the community restoration fund around £440,000 would be used towards improvements to the five town centres in the borough. The council also brought a “town centre growth initiative” which had been a pot of money (£600k) that would be open in the new year. Business led organisations could come forward with proposals to help their local town centre or high street to thrive and be more successful. Councillor Mills said as Queens’ Road missed out in the last round, there would be an opportunity for local residents and businesses to put in a bid for the next round.
Q2 A market trader from Rye Lane said why had there been only three Christmas lights up on Rye Lane.
A2 Councillor Hargrove said he was surprised by this, because that had not happened like that in previous years. He agreed to look into the matter and report back to the meeting.
Q3 A resident from Rye Lane said Pocket Places Peckham had been an interesting concept throughout the year. It involved developing ideas and engaging with the community. He said he hoped some of the projects would be successful and valuable to the community especially as there was funding available for this year and the next. What would the council do to ensure these projects remained sustainable in the long term and not go into disrepair?
A3 Councillor Hargrove responded by saying that Pocket Places was a joint funded project between the council and Sustrans. He felt that it was important for the community to show support because there might not be another opportunity to make a change to the area of Peckham so he urged people to have confidence to ensure its success.
Q4 Local resident asked about the Peckham area action plan?
A4 Councillor Colley explained that the Peckham area action plan was produced in 2005 and was now in it’s the final stages. Community Council Question to Council Assembly
Each community council may submit one question to a council assembly meeting that has previously been considered and noted by the community council.
