The deputation spokesperson, Joel Uden addressed the meeting. The speaker introduced himself and outlined the following:
The spokesperson said every ten years the council decides to consult residents about the proposal to have a CPZ in Peckham Road. The vast number of residents are against a CPZ as there have been no increase in accident rates. There appears to be a blanket approach to double yellows at every junction which would put additional parking pressure on available space. The spokesperson explained that the introduction of double yellow lines and removal of approximately 72 car parking spaces from within Peckham Road south would not be a long term solution to parking in the area.
The speaker asked the community council to consider that the Highway Code 'guidelines' for not parking within 10 metres of a junction are just guidelines and not UK law. In addition feedback to the Council's questionnaire forms (nearly 600 signatures) indicate that the vast majority of residents were overwhelmingly against a CPZ.
The speaker said it was important to note the current plans were not based on any reported accident data and there had been no increase in accident rates at any of the junctions where double yellows are being proposed. Over the last 10 years there was a general pattern of resident consultation for the Peckham Road south area to have CPZs which would be pushed back by the residents. He referred to Councillor Mark Glover recent correspondence which stated that the same issue cropped up at least twice before during his time as a councillor.
Members noted the deputation and agreed to feedback to officers the points which were raised at the meeting.

Community announcements and presentations

· Community Payback Scheme – relaunch of the scheme and new arrangements.

Community payback scheme
Hudson Mclean from Serco was present to talk about the transition period over the last few months in that the community payback formerly called ‘community service’ would going through in Southwark, Lambeth and Greenwich. Most of the work is unpaid work. He referred to the role of the community payback scheme which involved painting and decorating of buildings where all work is risk assessed. The meeting was told that if they wished to nominate a project to paint please contact the chair of the community council.
Community safety issues – general
Tanya Barrow gave an update on the community safety matters. She stated the council had embarked on work with a hostel called Joe Richards House, in 100 Queens Road Peckham which is a hostel for vulnerable adults that have misused substances. Tanya said as part of a consultation on an anti begging campaign for the whole of the borough she wanted residents’ views on this and to ask where the posters related to this campaign should be displayed and the sort of information that should go on them.
Police update
Police Inspector Linda Upton gave an update on policing issues and crime prevention in the South East cluster for the Lane, Livesey, Nunhead, Peckham and Peckham Rye wards:
Since the last meeting:
· 2 cannabis factories were closed down in the area. · Executed drug warrants which resulted in several arrests and charges etc. · Livesey ward – related to cannabis cafes around Meeting House Lane which the police were able to finally close it down and the 5 people involved were convicted. · Several crack house closures. · Executed warrants at mobile phone shops which related to the theft of mobile phones particularly iphones and ipads etc. The police have taken proactive action on this. · The overall priority for the borough is “Operation Trinity” which – tackling serious youth crime and violent knife crime. Also held a knives sweep. · Monitoring uninsured vehicles. · Nunhead and Peckham Rye Police Ward Panel set up face book page where crime prevention messages are set up. · Reported that courier fraud was on the increase, people that claim they are from the police, a courier or bank in order to obtain people’s financial details should ring the safer neighbourhood team or dial 101 if you suspect anything suspicious.
Community restoration
Sharon Pryce, one of the youth workers for Nunhead and Peckham gave an overview of the application process and discussed the number of applications they received from the community projects and highlighted how they derived at their decision.
The following applications were awarded funding:
· Brimmington Community Football Club (Spark Youth Project) £4,065 · Westminster House Youth Club (Young Leaders) £4,481 · Southwark Travellers Action Group (STAG Youth Project) £4,481 · Bradfield Club (Medial and Film Project) £3,920 · Connecting Voices (Voice, Vision, Sound) £4,481

Theme on Older People: Activities, services support and community engagement
· Entertainment Recycled Teenagers
· Cabinet Member for Health and Social Care, Councillor Catherine McDonald in conjunction with the Head of Older People Services will highlight the work that is taking place in the borough in respect of older people.
· Presentation from Southwark Occupational Therapy about home improvement services for elderly and disabled people.
· Announcement on keep Warm and Well Campaign.
· Presentation on exercise opportunities for older people from various agencies finishing with chair based exercise session run by Southwark Pensioners’ Centre – just before the break. Minutes: The chair, Councillor Cleo Soanes provided a brief introduction to the theme on older people which came out of a previous meeting that set theme priorities for the year.
The chair introduced the next presenter Carl Campbell from the Recycled Teenagers. Carl spoke about health and wellbeing amongst older people particularly for those who had suffered from dementia. The group’s theme was about changing attitudes through dance as a way of dealing with dementia. He said it was important to look at it from a wider perspective because at some point there would be someone that you know that would experience some form of dementia.
At this juncture there was a music and dance interlude from the Recycled Teenagers.
For more information about Recycled Teenagers, sessions that highlight and raise awareness on Alzheimer’s and dementia are held every Tuesday at 1.00pm at Peckham Pulse.
Councillor Catherine McDonald explained her cabinet role in Southwark was for health and adult social care. Councillor McDonald gave an overview of the services the council provides for older people and was pleased that the community council had chosen services for older people as its theme.
During Councillor Mc Donald’s presentation the following was highlighted:
· Provide the type of services that older people would want to have and are able to have access to.
· To ensure they stay independent in their own homes for as long as possible
· To ensure older people are connected to their communities for as long as possible.
· Reablement – a service provided for people that might have a medical condition, an injury or an ailment who might struggle with every day tasks, the team would help them readjust to living with a slightly changed physical ability to enable them to live in their own homes.
· Help modify and adapt people’s homes if required – like the installation of a grab rail in a bathroom.
· Introduce and assist people with a personal budget from funding received from social services support which would include further support and range of quality services from voluntary sector organisations.
· The council propose to open an older people’s centre of excellence (scheduled to open next year) which would be a day centre to help people with dementia and those with any other complex needs – working in conjunction with the Alzheimer’s society.
· Meals on wheels – a service provided for those who are unable to cook for themselves in their own homes, the council have lowered the cost for meals on wheels this year and propose to lower it next year as well.
Councillor McDonald said information and services for older people are available in libraries, leisure centres and adult learning. She agreed to sign post people to other voluntary sector provision who work independently from the council.

Planning Policy update:
To hear announcements about the following:
Information stalls will be available at the meeting. Supporting documents: Minutes: Alison Squires from the planning policy team gave an update on the 4 planning policy documents which were out for consultation:
Peckham and Nunhead area action plan – document would be sent to National Government by the end of March 2013 which sets out proposals for the area.
Camberwell area action plan – early stages of consultation, officers were seeking the views from residents on this.
Dulwich supplementary planning document – included Peckham Rye ward provided guidance to protect the design of new buildings, parks and open spaces. Part of the guidance included extensions to houses and gardens. Consultation on the document would be until 22 April 2013.
Officers held workshops at Dulwich Picture Gallery on 2 March 2013 from 2.30pm and there was a drop in session at Dulwich Leisure Centre on 10 April 2013 from 6.00pm until 8.00pm.
CIL Infrastructure Levy (S106) – Developers would have to mitigate the impact of any proposed development in an area which included setting out charges for retail developments.

Peckham Road South, First Stage Controlled Parking Zone
Officer presentation.
Supporting documents: Minutes: Tim Walker, Senior Engineer within Public Realm introduced the report and provided a summary of the consultation that took place in the streets south of Peckham Road during November and December 2012. The council carried out the consultation on the principle of parking controls around a set of streets which involved 2000 properties which covered Peckham and Nunhead and the other half covered Camberwell community council.
The last consultation was in 2006 since then 2 other zones were introduced within the near vicinity which that were largely supported by residents. In April 2012 Camberwell community council received a deputation from residents about the parking situation in the area which had changed significantly hence the reason why the decided to carry out a consultation on the matter. In September 2012 the community council agreed the consultation methods and boundary and then carried detailed parking occupancy surveys in October the same year. This was followed by a further consultation in November and December 2012 which included all properties in the area which included key stakeholders.
Tim referred to the illustrated map of streets that were consulted on and those that already have operated parking zones.
The consultation had a 20% response rate with a significant higher response rate in some street than others. Three petitions against the proposal of parking controls and overall 77% of residents were not in favour of a CPZ in their area. A breakdown of the responses street by street were detailed in the report where it indicated that every street in the consultation zone were against in principle of any parking controls.
The next stage would be for officers to draft a decision report to the cabinet member for transport, environment and recycling to agree the following recommendations:
That the council would not proceed with the installation of a parking zone in the area or move to a second stage consultation with detailed designs. The installation of double yellow lines at the junctions within the project area and de-cluttering all parking and street furniture. Any formal comments from the community council on the recommendations would be included in the report for the cabinet member to make a final key decision.
In addition to the above an independent road safety audit would be commissioned with the council’s recommendations and if approved a statutory consultation would be carried out with expected implementation in June /July 2013.
Councillor Mark Glover referred to the officer’s comments concerning support for the scheme in the Camberwell area and those who opposed the scheme were mostly residents in Peckham. He said most people he spoke to in the residential streets that cover both areas were not in favour of any sort of parking zone in the area.
Members expressed concern about how often these consultations were taking place and the cost involved especially if they were not necessary. The community council noted the public questions submitted by Rye Village residents association concerning the one o' clock club play area Strakers Road Peckham Rye Common London SE15 3UA. Full details are contained in the supplemental agenda no. 1 which included an officer response to both questions.
A summary of the questions are set out below:
Question 1: Please will you let this community council know what progress has been made on the development of the one o'clock club play area or whether the scheme has delivered what the community wanted and if not how this can be achieved?
Question 2: Will this community council act collectively to agree that the architect, contractor, project manager and planning officer responsible for overseeing this £500,000 project largely financed out of the cleaner, greener, safer funds. Act now, to carry out consultations with users of this centre and Peckham Rye park in order to make good the following reported faults and thereby keep the pledges that were made at the last local elections?
It was noted that no representatives from Rye Village residents association were present at the meeting. In response to the questions, Councillor Hamvas and Councillor Mills stated they were happy to go along to their regular residents association meetings if invited. Also, Councillor Mills explained there were a few factual inaccuracies with the public questions, concerning the one o’clock club, in that Peckham Rye ward councillors are confident the promise made to local residents to have it re-done was on schedule and would be delivered. The ward councillors also confirmed the one o’clock club was operational and up and running.
Question 3: 'Health and safety issue regarding works along pathway near St James the Great School, the new lighting installed was not completed as it should have been extended to the other end of the pathway which is dark so much so dealings are still happening there. Please could you let me know why the work was not completed?'

Community Council Question to Council Assembly
Each community council may submit one question to a council assembly meeting that has previously been considered and noted by the community council.
Any question to be submitted from a community council to council assembly should first be the subject of discussion at a community council meeting. The subject matter and question should be clearly noted in the community council’s minutes and thereafter the agreed question can be referred to the constitutional team.
The community council is invited to consider if it wishes to submit a question to the ordinary meeting of council assembly on 27 March 2013.
