Community announcements and presentations

Minutes: Millwall FC Jeff Burnidge, Chair of the “Millwall for All” trust and former chairman of Millwall FC, explained that the club had been in Southwark since the early 1900s, and so had a strong connection to Southwark. There were a few issues on match days, but on the whole the club had a good relationship with the community living around the 20,000-seater stadium, built in 1992/93 in the wake of the Hillsborough disaster. He went on to outline the efforts the club was making to link in with the local community, and highlighted the advantages for the community of having a football team of this stature in the area. “Millwall for All” had been founded primarily as an organisation to counteract racism, and to foster community cohesion and inclusion. It was important for the club that their core support came from around where their stadium was located. For historical reasons the club did not enjoy much support among BME communities, but it was trying to reach out to these. Millwall was very diverse in their management structure: it had, for example, had the first black, female chairman. The Millwall community scheme, which was independent of “Millwall for All”. It had a similar remit, but went for large funding streams. The club was trying to become “the natural choice” for people in the area. Responding to questions, Jeff Burnidge said that the club’s ultimate aim was to get into the premier league, which would also be beneficial to Southwark. The council could help “Millwall for All” with small amounts of financial support to “pump-prime” other sources of funding. A resident thanked the football club, for providing a meeting space for a Makaton fund-raising event, free of charge.
The meeting heard that the Olympic torch would make its way through Southwark on the morning of Thursday 26 July 2012. The route would take it across the Millennium Bridge at about 10am, past the Globe Theatre, Southwark Bridge Road, Marshalsea Road, Bricklayers Arms, Trafalgar Avenue, Peckham Academy, Peckham Road, Camberwell and continue on into Lambeth via Coldharbour Lane.
Community Safety Update Sector inspector Al Irving, who manages the Safer Neighbourhoods Teams (SNT) in the Bermondsey and Rotherhithe sector, addressed the meeting saying that there had been an arrest that morning related to a spate of burglaries in SE16. Another suspect was awaiting sentencing after he had been arrested for breaching his ASBO in Rotherhithe ward. Responding to questions, Inspector Irving said that the local police would be pulled in different directions during the Olympics, all officers would have to help out. To counteract this, he would put together “flex-teams” which could be moved around to guarantee cover in all the wards. He informed the meeting that Rotherhithe police station would close sometime after the Olympics, and that the investigation into a recent rape in Bermondsey was still on-going. He went on to advise people to download the “find my iPhone”, or similar apps, to protect their phone.

Edward III’s Rotherhithe Conservation Area
The appendices to this reports are available on the council’s website. Supporting documents: Minutes: Tracy Chapman introduced the report by outlining the content of the numerous consultation responses, which had been received. Most had been in favour of the conservation area; some of the views expressed had included: extending the proposed area westward (which officers deemed feasible), and eastwards to link up with St Mary’s Rotherhithe conservation area (which was deemed not to be possible), and including Cherry Gardens and two grade 2 listed buildings in the area. Officers would now re-consult on the westward extension and report back on this after the 12 week consultation.
RESOLVED:
That officers note the following feedback by the community council on this item:
· The community council agrees with the proposals included in the report, but draws attention to the fact that residents on Bermondsey Wall East have not been consulted on this. This needed to be done.
· The word “King” should be added to the name of the proposed conservation area
· Consideration should be given to the precise boundary to the west of the conservation area – potentially excluding of some the houses on Bermondsey Wall East from the conservation area
· That a management plan should be put together for this conservation area and presented to the community council |

Page's Walk Conservation Area
The appendices to this report are available on the council’s website. Supporting documents: Minutes: Tracy Chapman introduced the report highlighting the suggestions received for a change in the boundaries of the conservation area. Views were expressed that the former school keeper’s house should be included, as well as the former school and the Victoria public house. The meeting heard that the proposed area should be extended to Tower Bridge Road. The area around the conservation area also needed to be looked at.
RESOLVED:
1. That officers note the following feedback by the community council on this item:
· The community council agrees with the suggestions set out in the report
· A management plan should be put together for this conservation area, and presented to the community council at a future date
· Consideration should be given to a planning framework for the area
2. That the following be fed back as the community council’s official response to consultation about the local development scheme:
"The community council asks that a planning framework be put in place, to shape and guide planning in the area around the proposed Page's Walk conservation area, between the conservation area and Tower Bridge Road, and in particular regarding the light industrial units which are likely to be redeveloped." |

Thorburn Square Conservation Area
The appendices to this report are available on the council’s website. Supporting documents: Minutes: Tracy Chapman introduced the report highlighting the consultation feedback received. This included adding the Queen Victoria public house to the area. The tree officer had included stipulations around the trees in Reverdy Road.
Councillors were keen to replace the trees which would be lost with some of the same species and quality. The meeting also heard that officers should be more proactive in improving existing conservation areas through management plans. Tracy responded that conservation area management plans were in the process of being put together, starting with a pilot in Rye Lane, which had just commenced. The meeting heard that there were issues around the cobbled street in Shad Thames which was supposed have been protected, but which had been tarmaced over. Tracy was asked to investigate this. Many residents had not heard of the Thorburn Square conservation group, and asked to be put in touch with the group.
In response to a statement that St Anne’s Church required funds for refurbishment, the chair informed the meeting that October’s community council meeting would feature an item on refreshing the Community Project Bank.
RESOLVED:
That officers note the following feedback by the community council regarding this item:
1. The conservation area should be extended to include the Queen Victoria public house
2. A management plan should be put together for this conservation area, and brought to the community council
3. The species of trees, i.e. cherry trees, in the area should be preserved
The meeting heard that management plans for all conservation areas should be put together, and that these should be brought to a future meeting.

Supporting documents: Minutes: A resident commented that cyclists were allowed to cycle on the pavement around Bermondsey Tube Station, as this was “shared-use”. He said he did not agree with this as it made it easier for robbers on bikes to snatch mobile phones or bags. The pavement was the responsibility of TfL, and Val Shawcross AM had raised this with TfL.
