Cycle route connecting Tanner Street (TfL Cycleway C14) to Willow Walk (TfL Cycleway 10) including changes to make the temporary cycle provision on Druid Street permanent with a new footway outside the arches
That:
1. The proposed cycle route from Tanner Street to Willow Walk as set out in Appendix 2 be approved for implementation by the Cabinet Member for Clean Air, Streets and Waste.
2. The 280 responses (as summarised in the consultation report at Appendix 3) received in relation to the proposed cycle route and approve the recommendations for changes in response to this feedback, subject to further investigations at detailed design stage be considered by the Cabinet Member for Clean Air, Streets and Waste.
3. The Equality Impact and Needs Analysis (“EINA”) prepared for the purposes of this report, in response to the consultation and in appraisal of the Tanner Street to Willow Walk cycle route scheme (see Appendix 4 for EINA) be considered by the Cabinet Member for Clean Air, Streets and Waste.
4. Officers proceeding to implement the proposed cycle route by way of powers under the Highways Act 1980 (“1980 Act”) and permanent Traffic Management Orders (“TMOs”) made pursuant to sections 6, 49(5), 63 and 124 of the Road Traffic Regulation Act 1984 (“RTRA”) subject to statutory consultation carried out in accordance with the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”) be authorised by the Cabinet Member for Clean Air, Streets and Waste.
5. A further report to be brought to the Cabinet Member should the council receive any objections during statutory consultation be noted by the Cabinet Member for Clean Air, Streets and Waste.
6. Officers exercise of discretion as to whether or not to hold a public inquiry in respect of the objections pursuant to Regulation 9(1) of the 1996 Regulations be authorised by the Cabinet Member for Clean Air, Streets and Waste.
7. Streets for People requests which are on or near the cycle route in Zone F, such as localised footway widening & decluttering, tree planting, cycle parking, dropped kerbs and other accessibility improvements (which will be funded by Streets for People budget) be incorporated by the Cabinet Member for Clean Air, Streets and Waste.
