Purpose:

Extension of contracts, inclusive of variations, for a ten month period commencing on 1 April 2022

Decision:

1.  That it be approved that a variation of the AIDATS contract with Change, Grow, Live Services Limited (CGLSL) to extend the contract for a maximum period of ten months commencing on 1 April 2022 up to a maximum contract value of £3,778,119 and with the additional variation outlined in paragraph 37, subject to confirmation of agreement from NHS Southwark Clinical Commissioning Group (NHS SEL CCG) for a revision of the current commissioning arrangements as of 1 April 2022 or the earliest agreed date thereafter.

 

2.  That it be noted that the following additional funding awards are included in the maximum contract value detailed in paragraph 1:

 

  i.  up to a maximum of £255,000 which has arisen from the inclusion of the Rough Sleeping Drug and Alcohol Treatment Grant[1] (RSDATG) project, hosted within the AIDATS contract, as a requirement of contractual delivery for a period of ten months between 1 April 2022 and 31 January 2023;

  ii.  £59,593 for RSDATG project community treatment costs in 2021-22 which was formally confirmed to the council on 9 February 2022;

  iii.  up to a maximum of £230,000 which has arisen from the inclusion of the Section 31 local authority grant for additional drug treatment crime and harm reduction activity (universal drug treatment; UDT) project, hosted within the AIDATS contract, as a requirement of contractual delivery for a period of three months between 1 April 2022 and 30 June 2022;

  iv.  up to a maximum of £300,000, included within the maximum contract value in paragraph 1, for the continuation of additional funded activities currently commissioned under the UDT grant for a period of seven months between 1 July and 31 January 2023, subject to formal confirmation of grant funding from the Office for Health Improvement and Disparities (OHID).

 

3.  That it be approved that a variation of the IHSYP contract with Brook Young People to extend the service for a maximum period of ten months commencing on 1 April 2022 up to a maximum contract value of £398,375.

 

4.  That it be noted that the following additional funding awards are included in the maximum contract value detailed in paragraph 3:

  i.  up to a maximum of £10,000 is included in the IHSYP contract value outlined in paragraph 3, which has arisen from the inclusion of the UDT grant funded project post, hosted within the IHSYP contract, as a requirement of contractual delivery for a period of three months between 1 April 2022 and 30 June 2022;

  ii.  up to a maximum of £24,000, included within the maximum contract value in paragraph 3, pertaining to the continuation of additional funded activities currently commissioned under the UDT grant for a period of seven months between 1 July and 31 January 2023, subject to formal confirmation of grant from OHID.

 

Note that approval of recommendations for the IHSYP contract is usually reserved for decision to the Strategic Director of Environment and Leisure under the council’s Contract Standing Orders (CSOs), but as both contract variations are being made under this single Gateway (GW) 3 report for the purposes of administrative expediency, this decision will now be reserved for their approval.
