Contract award approval for street lighting

1.  That the award of the contract for the supply of electricity to street lighting and highways assets to LASER in the form of a tripartite agreement with NPower using the Procurement Only Service Option (POSO), for four years starting on the 1 October 2012 be approved.  The estimated annual cost of £735,000, including LASER’s management costs, makes the total contract value of £2,940,000.

2.  That the decision (as recommended) on the purchasing solution (Purchase in Advance or Purchase within Period) as detailed in paragraphs 9 and 10 of the report be taken by 31 March 2012.

3.  That the cabinet member for transport, environment and recycling takes the decision throughout the duration of the contract (as detailed in the procurement project plan) to change the purchasing and management option as recommended (detailed in paragraphs 9 and 10, and 30-32 of the report).
