Procurement strategy approval

That the Strategic Director of Resources:

1.  Approves the proposed procurement strategy to undertake a further competition via Crown Commercial Service (CCS) RM6285 Lot 2: Specialist Software Solutions to procure the replacement of the Council’s current online portal and integrated e-forms solution structured as two bids:

·  Bid 1 – Online Portal

·  Bid 2 – Integrated E-Forms

2.  Notes that tenderers may bid for one lot or both lots, and that subject to the outcome of the mini competition the Council may award both lots to a single supplier or award the lots to different suppliers where this provides better outcomes.

3.  Notes the estimated contract duration of up to 48 months and an estimated contract value not expected to exceed the current annual contract value of £350k per year, subject to outcome of the mini-competition and final confirmation at Gateway 2.

4.  Delegates authority to approve the award recommendation resulting from the further competition at Gateway 2 and to enter into the resulting call-off contract(s) to the Director of Customer & Exchequer, in accordance with Contract Standing Orders and the RM6285 award procedure.
