To approve the local lettings scheme


1.  That it be approved that the local lettings scheme for the allocations of the 13 Hidden Homes located on the Tustin Estate where 100% of the  properties will be prioritised for existing tenants in the local area.


2.   That it be approved that the local lettings criteria for the Hidden homes is as shown below:


  i.  100% of the hidden homes located at Tustin Estate to be advertised through the Homesearch bidding website.


  ii.  The local area is defined as tenants on the Tustin Estate. Additional priority is given to tenants on Hillbeck Close before the rest of the tenants on the Tustin Estate, due to the need to move the tenants by September 2022 for the regeneration scheme of the estate to commence. 


  iii.  Households residing on the Tustin estate and registered on the councils waiting list prior to February 2020 will also be given preference for the hidden homes through this local lettings scheme.


  iv.  Only rent arrears of less than four weeks or £50 if claiming housing benefit at point of application and point of offer will be permitted unless there is a payment plan in place to clear the arrears.


  v.  Households can only move upon successful completion of pre-tenancy inspection and interview as per section 5.26 of the councils published allocation scheme.


  vi.  Households will be prioritised in existing priority bands and priority stars in accordance with our published allocations scheme.


  vii.  Tenants downsizing as part of the regeneration scheme will be entitled to 1 bedroom above their assessed bedroom need. In line with the commitment made by the council in the Tustin Estate Residents manifesto. However, residents will not be permitted to move into accommodation that creates overcrowded circumstances.
