Contract award approval for sites consuming over 100kW per half hour

1.  That the award of the contract for the supply of electricity to half hourly metered sites to LASER in the form of a tripartite agreement with NPower using the Procurement Only Service Option (POSO), for four years starting on the 1 October 2012 be approved.  The estimated annual cost of £796,665, including LASER’S management costs, makes the total contract value £3,186,660.

2.  That the decision (as recommended) on the purchasing solution (Purchase in Advance or Purchase within Period) as detailed in paragraphs 9 and 10 of the report be taken by 31 March 2012.

3.  That the cabinet member for transport, environement and Recycling takes decisions throughout the duration of the contract (as detailed in the procurement project plan) to change the purchasing and management option as recommended (detailed in paragraphs 9 and 10, and 30 to 32 of the report).
