1.  That the work of the Southwark Brexit Panel (SBP) be welcomed, noting the report at Appendix 1 of the report.

 

2.  That the recommendations from the Southwark Brexit Panel be accepted.

 

3.  That in accepting the recommendations, it be noted that further work will be undertaken by officers in particular relation to:

 

a.  Collating information and resources being provided by other organisations about support for EU citizens, the settled status application process and other relevant information, and signpost to voluntary and community sector organisations offering support;

b.  Identifying vulnerable individuals and groups who may struggle with the settled status application process or be unaware of what they need to do, including older people (including in care homes or supported housing) and some people with disabilities, and work with voluntary and community groups to ensure those people are communicated with effectively;

c.  Use the outcomes of the work from 3(a) and (b), to help establish the process for the one-off fund that will make grants to voluntary and community groups to support vulnerable people through Brexit;

d.  Work with London First and other relevant pan-London groups to develop a plan for, protect and enhance our local tourist offer including undertaking work that seeks to promote the strong cultural offer in Southwark balanced against the potential pressures tourism can place on our residential communities.

 

4.  That a progress report be brought to cabinet in March 2019.

 

5.  That in respect of recommendation 6 of the panel, it was requested that engagement with housing stakeholders should also take place.

RESOLVED:

 

1.  That a rent decrease of 1.0% for all directly and tenant managed (TMO) housing stock within the housing revenue account (HRA) (including estate voids, sheltered and hostels) be agreed with effect from 1 April 2019. This is in accordance with the provisions of the Welfare Reform and Work Act 2016.

 

2.  That with regard to other HRA-wide charges, tenant service charges, comprising estate cleaning, grounds maintenance, communal lighting and door entry maintenance be increased as set out in paragraph 18 of the report, with effect from 1 April 2019.

 

3.  That no increase be made to sheltered housing service charges with effect from 1 April 2019, as set out in paragraph 19 of the report.

 

4.  That charges for garages and other non-residential facilities with effect from 1 April 2019, be increased as set out in paragraphs 20 and 21 of the report.

 

5.  That there be no increase to district heating and hot water charges with effect from 1 April 2019, as set out in paragraph 22 of the report.

 

6.  That the HRA budget proposals set out in the report be agreed and it be noted that these changes ensure a balanced budget is set as required by statute.

 

7.  That the commitments made in December 2018 be reaffirmed to ensure that savings made are primarily based on efficiencies, and that where staffing reductions form part of any said savings, due consultation and process is followed with trade unions.

1.  That the award of Lot A4 from the Southwark Regeneration in Partnership Programme (SRPP), land at Cherry Garden School, Macks Road SE16, subject to obtaining a Section 77 Consent, to Higgins Homes Plc to deliver 56 New Homes of which 18 will be council homes and a residual land offer to the council of £1,200,000 with a development period of two years commencing from February 2019 and completing in December 2020 be approved.

 

2.  That it be noted that the award is subject to approval being given for the disposal of the council’s land at Cherry Garden School, Macks Road SE16 on the terms of the development agreement to be entered into with Higgins Homes Plc pursuant to the contract being awarded.

 

3.  That it be noted that the award is based on the developer’s overage payment to the council at 50% of sales above the developer’s projected total sales of the private units at the final bid submission calculated after deducting the projected sales costs and indexed build costs from the additional sales value (see paragraph 83).

 

4.  That it be noted that the council will receive a total benefit of £6,726,000 consisting of 18 social rented units, council’s preparation costs of £126,196 and a land offer of £1,200,000 which is approximately £1,726,000 greater than if the land was sold on the open market with an estimated value of £5,000,000.

1.  That the award of Lot A1 from the Southwark Regeneration in Partnership Programme (SRPP), Manor Place and Braganza, to Durkan Ltd to deliver 89 new homes of which there are 20 council homes, 1,543m2 of commercial space that will be retained by the council and a residual land offer to the council of £4,600,000 with a development period of two years seven months commencing from 22 January 2019 and completing on July 2021 be approved.

 

2.  That it be noted that the award is subject to approval being given for the disposal of the council’s land at Manor Place and Braganza on the terms of the development agreement to be entered into with Durkan Ltd pursuant to the contract being awarded.

 

3.  That it be noted that the award is based on the developer’s overage payment to the council at 33.3% of sales above the developer’s projected total sales of the private units at the final bid submission stage calculated after deducting the projected sales costs not exceeding 5% of actual sales (see paragraph 74 of the report).

 

4.  That it be noted that the council will receive a total benefit of £11,300,306 consisting of 20 rented units, preparation costs of £700,306 a land offer of £4,600,000 which is approximately £2,400,306 greater than if the land was sold on the open market with an estimated value of £8,900,000.
