·  The 388 representations and objections (Appendix A of the report) received in response to the proposed traffic management orders (TMO) be noted.

 

·  Officers be instructed to make the TMO in accordance with the statutory process to implement parking control measure in park car parks that will apply at all times during park opening hours, except in Belair Park which will be deferred until further notice.  Maps of areas are shown in Appendix D of the report.

 

·  Officers be instructed that the order should be made with an exception for Emergency ‘A’ permit holders.

 

·  Officers be instructed to write to each person who made representations and to inform them of the council’s decision.

 

·  Officers be instructed to undertake a full review 12 months after implementation as set out in paragraph 34 of the report.

 

·  Officers be instructed to increase cycle parking within the affected parks by 50% within 12 months to encourage travel to parks by bicycle. Dulwich Park will be the first location to receive extra bicycle parking provision, which will be installed before any car parking charges are applied.  Southwark currently has 24 sites (112 stands) allocated to cycle parking in parks with car parks.

4.  That it be agreed, subject in each instance set out in this recommendation at (i) to (iv) to the modifications set out in Tables 1 and 2 of Appendix C of the report (including any further amendments to those Tables arising from recommendation (6), the draft South Bank and Waterloo neighbourhood forum plan: (i) meets the basic conditions as provided for in paragraph 8 (2) of Schedule 4B to the Town and Country Planning Act 1990; (ii) complies with the relevant provisions of sections 38A and 28B of the Planning and Compulsory Purchase Act 2004; (iii) is compatible with the European Convention on Human Rights and (iv) should be sent to two referendums (residential and business).

 

5.  That the area for referendum (residential and business) to be the designated South Bank and Waterloo neighbourhood area be agreed.

 

6.  That delegated authority be granted to the director of planning to publish a decision statement in accordable with Regulation 18 of the Neighbourhood Planning (General) Regulations 2012 including taking such steps as are necessary in order to be able to finalise the detailed wording of the modifications set out in Tables 1 and 2 of Appendix C of the report.

 

7.  That delegated authority be granted to the director of planning to carry out all  necessary arrangements for and in connection with the holding of two referendums (residential and business), on the making of the draft South Bank and Waterloo neighbourhood development plan including taking such steps as are necessary for the conduct of cross border referendums.
