Decisions

To approve the amended wording to the Charter for influencing and benefiting from new council homes development (Charter of Principles), and the interim modifications to the council’s engagement process whilst government restrictions on social distancing are applied.

1.  That the amended wording to the Charter for influencing and benefiting from new council homes development (Charter of Principles) be approved, including the following modifications:

·  Where there is a demand or the scheme is of a sensitive nature we will give an opportunity for residents to be involved in the procurement and appointment of architects

·  Providing consultation links to the new council homes webpage

·  New homes will be pre-allocated and residents will be able to decide on some of the internal finishes.

2.  That the interim modifications to the council’s engagement process whilst government restrictions on social distancing are applied be approved, including:

·  Using our Consultation Hub to involve you in considering the options and opportunities for development in your area. 

·  Broadening the range of consultation and engagement tools we use.

Procurement Strategy Approval

1.  That the procurement strategy for new build works at the Rennie Estate (as further detailed in the background Information section of the gateway approval report) at an estimated cost of £14,800,000 be approved. It is estimated that the contract will be 18 to 24 months.

2.  That the delegation of the gateway 2 award decision to the strategic director of housing and modernisation, in consultation with the cabinet member for social regeneration, great estates and new council homes, for the reason outlined in paragraph 33 of the report be approved.

To approve the proposed highway improvements.

That the proposed highway improvements in Wood Vale (west)for implementation, as shown in the draft outline design (Appendix A), subject to the necessary statutory procedures be approved.

That the variation to the consolidated facilities management (FM) contract with Interserve (Facilities Management) Limited (Interserve FM) to include an additional 43 buildings for hard services and the corporate compliance programme from 14 June 2020 to 31 March 2021 at an estimated maximum value of £900k be approved.

Approves the procurement strategy for new build works.

1.  That the procurement strategy for new build works at the Tissington Court (as further detailed in the Background Information section of this Gateway Approval report) at an estimated cost of £11,500,000 be approved. It is estimated that the contract will be 18 to 24 months.

2.  That the delegation of the Gateway 2 award decision to the Strategic Director of Housing and Modernisation, in consultation with the Cabinet Member for Social Regeneration, Great Estates and New Council Homes be approved, for the reason outlined in paragraph 33 of the report.

To approve the procurement strategy for new build works at the Lindley Estate and the delegation of the Gateway 2 award decision to the strategic director of housing and modernisation, in consultation with the cabinet member for social regeneration, great estates and new council homes.

1.  That the procurement strategy for new build works at the Lindley Estate (as further detailed in the Background Information section of this Gateway Approval report) at an estimated cost of £13,000,000 be approved. It is estimated that the contract will be 18 to 24 months.

2.  That the delegation of the Gateway 2 award decision to the strategic director of housing and modernisation, in consultation with the cabinet member for social regeneration, great estates and new council homes, for the reason outlined in paragraph 33 of the report, be approved.

To approve a number of highway schemes across the borough that will assist social distancing and promote cycle and pedestrian safety.

That the traffic and highway improvements, detailed in the appendices to the report and summarised in Table 1 be approved for implementation subject to the outcome of any necessary statutory consultation and procedures.

To extend the Council Tax Discretionary Relief Policy

1.  That the extension to the Council Tax Discretionary Relief Policy at Appendix 1 of the report be agreed.

2.  It be agreed that a minimum of £2m of the COVID-19 hardship fund budget from Government be utilised to finance the one-year extension.

3.  It be agreed that the strategic director of finance and governance be provided with the delegated responsibility to make future decisions on amendments to the extended policy following further review and consultation.

Contract award approval

1.  That the award of a works contract for 13 new homes at Sedgmoor Place SE5 to Neilcott Construction Limited for a period of 65 weeks including mobilisation be approved.

2.  That it be noted the total scheme cost includes associated on-costs and a 5% contingency sum.

To approve the proposed 2019-20 Home Owners Fund.

1.  That the proposed 2019-20 Home Owners Fund (HOF) budget of £375,133 as summarisedin Appendix 1 of the report be approved, following consultation with the Home Owner Fund Management Committee (HFMC) and the Home Owner Council (HOC).

2.  That it be noted that – at the request of the previous cabinet member – the budget proposed for this year also includes proposals for expenditure of HOF reserves, meaning that expenditure exceeds revenue income, with the gap being filled by HOF reserves.

3.  That it be noted that this approval is further subject to the requirement that expenditure involving the procurement of external services is subject to compliance with current internal governance requirements and procurement and financial practices as set out in paragraph 22 and in Appendix 2 of the report.

Contract variation (extension)

1.  That the variation of the first Professional Technical Services contract to Calfordseaden LLP to extend the term of the contract for a period of 12 months from 1 May 2020 (as further detailed in paragraph 15) at an estimated additional cost of £2m making a revised estimated contract value of £10.6m for seven years and six months be approved.

2. That the variation of the second Professional Technical Services contract to Potter Raper Ltd (formerly Potter Raper Partnership) to extend the term of the contract for a period of 12 months from 1 May 2020 (as further detailed in paragraph 15) at an estimated additional cost of £1m making a revised estimated contract value of £8.35m for seven years and six months be approved.
