To approve the grant funding recommendations for organisations delivering holiday provision programmes during the Easter 2021 holidays, as part of the HAF 2021 programme.

That the use of £103,810 for 18 providers identified for the Easter of Food and Fun Holiday Programme as part of the Holiday Activities and Food (HAF) programme for 2021 be approved.

To approve the award of VCS COVID-19 prevention grants

That the award of the seven VCS COVID-19 Prevention Grants detailed in the report and Appendix A be approved.

To authorise debt write offs

Buying Ex Right To Buy properties to meet immediate housing need

1.  That the purchase of 40 ex-RTB properties for use within the Housing Revenue Account be approved.

2.  That authority for further purchases be delegated to the strategic director of housing and modernisation in consultation with the cabinet member for housing.

3.  That it be noted that the council is waiting for contract information from the GLA for the funding for the purchase of 20 ex-RTB one-bed properties for the housing of homeless households in the borough, through a bid through the Next Steps Accommodation Programme (NSAP). These are in addition to the above delivery. 

4.  That it be noted that the process for purchasing the properties will be managed by the MySouthwark Homeowners Service and they will manage the budget and spend.

5.  That it be noted that further Next Steps Accommodation Programme (NSAP) grant may be available to bid for in 2021/22.

Main contract award for the Albion New Homes Schemes (Albion Civic Centre and Albion Primary School site)

That it be agreed that the Strategic Director of Housing and Modernisation, in consultation with the Cabinet Member for Housing approves the award of the main contract works through the Notting Hill Genesis Constructor’s framework for the construction of new homes for the Albion New Homes Scheme to Guildmore Limited in the sum of £28,363,449 for a period of 129 weeks commencing on 25 February 2021.

To approve the procurement strategy for a leasehold building insurance

To approve the proposed zebra crossing.

That the proposed zebra crossing, detailed in the Appendix and summarised in paragraphs 7-15 of the report, be approved for implementation subject to the completion of statutory procedures.

Members noted the development management report.

RESOLVED:

1.  That the determination of planning applications, or formal observations and comments, the instigation of enforcement action and the receipt of the reports included in the attached items be considered.

2.  That the decisions made on the planning applications be subject to the conditions and/or made for the reasons set out in the attached reports unless otherwise stated.

3.  That where reasons for decisions or conditions are not included or not as included in the reports relating to an individual item, they be clearly specified.

RESOLVED:

That the minutes of the meeting held on 21 October 2020 be approved as a correct record and signed by the chair.

To seek approval for a proposed zebra crossing.

That the proposed zebra crossing, detailed in the Appendix to the report and summarised in paragraphs 7-15 of the report, be approved for implementation subject to the completion of statutory procedures.

To agree additional spend

That formal prior approval be given to the additional spend for Adams Gardens QHIP 2018/19 call-off contract with A&E Elkins Ltd.

Contract variation (extension)

1.   That the variation of Lot 1 Major Works Framework to the five providers (as detailed in paragraph 13 of the report) to extend the term of the framework agreements for a period of 12 months from 16 February 2021 to 15 February 2022, be approved.

2.   That the variation of Lot 2 Major Works Framework to the five providers (as detailed in paragraph 13 of the report) to extend the term of the framework agreements for a period of 12 months from 16 February 2021 to 15 February 2022, be approved.

3.   That it be noted that the value of the proposed variations will not exceed total contract values approved for the initial 4 year term and the current 12 month extension as detailed in paragraph 11 of the report.
