Approval of a contract extension for the Adult Integrated Drug and Alcohol Treatment System service

1.  That the extension of the AIDATS contract with change, grow, live services limited (cgls) for a maximum period of 12 months commencing on 1 April 2021 at a contract value of £3,420,731, and with a 3 month break clause be approved.

 

2.  That it be noted that the need for this variation has arisen as a direct consequence of the impact of the COVID-19 pandemic on the procurement of a new service contract in 2020-21 and is necessary to ensure service continuity whilst the delayed procurement is planned and delivered in 2021-22.

Decision:

1.  That it be agreed to take forward redevelopment of the low-rise homes as the final option to be put to a Resident Ballot in the Tustin Estate Improvement and Rebuild Programme as described in Option 5.

 

  This option results in:

 

·  The demolition and replacement with new homes of Bowness House, Heversham House, Hilbeck Close, Kentmere House & Ullswater House

·  Retention of the houses in Manor Grove with improvements to the tenanted homes

·  New houses in between the houses and on Manor Grove itself

·  A new park in the centre of the estate

·  A new Pilgrims’ Way School

·  New retail and business spaces on the Old Kent Road and Ilderton Road

 

2.  That it be agreed that council tenants’ housing needs and preferences of all residents on the estate, including those that are not due for redevelopment section, be considered as part of any Local Lettings Plan in the event of a positive ballot and development of new homes.

 

3.  That it be agreed that all residents on the estate, including those that are not due for redevelopment section, continue to have an opportunity to contribute to design options for the wider estate.

 

4.  That it be agreed that this option will be subject to securing planning permission and a delivery partner alongside further financial scrutiny.

25/11/2020 - Gateway 1 procurement Strategy for Approval of the Architects Design Services Framework 1.1 ref: 7211    Recommendations Approved

Approves the procurement strategy the for expanding the Architectural Design Services Framework, which is already established by the London Housing Consortium (LHC) in partnership with Southwark Council

Decision:

 

1.  That it be approved that the procurement strategy for delivering the Architects Design Services (ADS1) Framework, which is to be delivered by the LHC (previously known as the London Housing Consortium) in partnership with Southwark Council and will expand on the Architects Design Services (ADS1) framework, for a contract period commencing September 2021 to end on 16June 2024 to co-terminous with the ADS1 framework.

 

2.  That it be noted that the original framework had a forecast total contract value of £52.5m, and £10.5m annually, and this value will continue to apply once the framework is extended. See paragraph 60 of the report.

 

3.  That it be approved that the council entering into a new Partnering Agreement with the LHC which is incorporate the new ADS1.1 framework as noted in paragraphs 44 and 46 of the report.

 

4.  That it be noted that, subject to satisfactory review by the Director of Regeneration, LHC will be responsible for awarding places on the extended ADS1.1 Framework to successful bidders for the reasons detailed in paragraph 55 of the report.

 

5.  That it be noted that the LHC (who are the contracting authority) will be placing the OJEU, and the council’s use of the frameworks will be subject to approval of this report and future approval of orders

 

6.  That the process for placing orders up to £2m under the framework once extended, as detailed in paragraph 55 of the report, be approved.

3.  That it be agreed that the Additional Restrictions Grant scheme is extended as required under the same conditions in the event that there is a further continuous period of national restrictions (currently anticipated to cease on 2 December 2020) or where Southwark enters into ‘very high’ local restrictions immediately thereafter.
