Report seeking procurement strategy approval for the Copeland Road Car Park site.

1.  That the award of the Southwark Regeneration in Partnership Programme (SRPP) Lot B, The Copeland Car Park Site, to Purelake New Homes Limited, to deliver 67 new homes including 24 council homes and 18 intermediate, for a contract value of £16,654,772 (excluding fees) with a 5% contingency for £832,740 for approximately an 86 week period commencing in May 2019, be approved.

2. That it be noted that the contract will be funded from the housing investment programme subject to approval by the cabinet member for social regeneration, great estates and new council homes.

To approve the principles detailed throughout the report for the use of Burgess Park Sport Centre by community groups and the formalisation of the ‘free hours scheme’.

1.  That the principles detailed throughout the report for the use of Burgess Park Sport Centre by community groups be approved.

2.  That the formalisation of the ‘free hours scheme’ for the benefit of identified ‘partner clubs’ (paragraphs 25 -31 of the report) be approved.

To allocate £15,000 of grant funding from The High Street Challenge for Round 7 of this funding. The project recommended for award is set out in Appendix 1 of the report.

To approve the extension of grant funding to currently commissioned youth and play service voluntary and community organisations for a period of 12 months from 1 April 2019 to 31 March 2020.

To approve the Tenants Fund budget for 19/20

1.  That the proposed 2019/20 Tenant Fund budget of £541K as summarised in Table 1 of the report following consultation with the Tenant Fund Management Committee (TFMC) and Tenant Council (TC) and subject to review in light of decisions adopted by Cabinet arising from the ongoing Resident Involvement Review be approved.

2.  That the grant budget for Southwark Group of Tenants Organisations (SGTO) of £228k for 2019/20 attached as Appendix 2 and the KPIs attached as Appendix 3 of the report be noted and approved.

3.  That retrospective approval be given for £16,875 from 2018/19 budget to fund the Citizens Advice Southwark digital inclusion support project from September 2018 to March 2019.

To agree continuation of grant arrangements

1.  That a continuation of the current grant arrangements for a period of one year from 1 April 2019 to 31 March 2020 be agreed, and that a further two months’ extension from 1 April 2020 to 31 May 2020 also be agreed in principle, should this be required, to the provider organisations delivering a range of information, advice and preventative services to residents across the borough and who are in scope of the development work of the Community Hubs. The need for an extension will be dependent upon the length of the negotiation phase of the procurement process, which will shortly be initiated.

2.  That it be noted that the total sum of this extension inclusive of the two months’ extension be £742,758 for Older Peoples Services and £257,417 for Disability Services.

3.  That it be noted that the continuation of the current arrangements will ensure alignment with the planned commencement date for the Older Peoples Hub and All Age Disability Hub.

4.  That the cessation of grant funding for the Life Long Family Links Service from 1 July 2019 be agreed, subject to a well managed transition process of three months.

5.  That it be noted that this proposal is recommended by the Better Care Fund Planning Group made up of officers of the council and the Clinical Commissioning Group (CCG) following a review of the Better Care Fund (BCF) programme to continue funding in this area for 2019-20.

To note progress with the Children’s Centres programme since its reorganisation in 2016 and transition to Family Early Help and to approve grants to lead agencies for the delivery of the Children’s Centres programme for the 2019/20 financial year.

1.  That the progress with the Children’s Centres programme since its reorganisation in 2016 and transition to Family Early Help in 2018 be noted.

2.  That the grants to lead agencies for the delivery of the Children’s Centres programme for the 2019/20 financial year, as set out in paragraph 34 of the report be approved.

Variation of contract to transfer the services from CGL to CGL Services Limited

That the variation of the Adult Integrated Drug & Alcohol Treatment System (AIDATS) contract with Change, Grow, Live (CGL; a registered charity delivering health and welfare services) in order to novate the contract to Change, Grow, Live Services Limited (CGL Services; a wholly owned, non-charitable, trading subsidiary) for a period of nine months from 4 April 2019 with the option to extend for a further period not exceeding one year and up to a remaining maximum contract value of £6,518,134 be approved.

1.  To approve the write-off of £111,549.93 of debt detailed in Appendix 1 of the report.

2.  To advise any further action required on any write-offs not agreed within the report.

Write off of former tenant arrears debts over £5,000 and under £50,000

That approval is given for write off of £955,432.15 of debts set out in Appendix 1 of the report for accounting purposes.

To agree an extension to one year grant to the Alzheimer’s Society in order to continue to provide post-diagnostic support to people living with dementia and the continuation of development of a Dementia Action Alliance (as part of the wider Council commitment to an Age Friendly Borough).

1.  That an extension to one year grant to the Alzheimer’s Society for the sum of £164,000, in order  to continue to provide post-diagnostic support to people living with dementia and the continued development of a Dementia Action Alliance (as part of the wider Council commitment to an Age Friendly Borough) be agreed.

2.  The it be noted that this proposed decision is recommended by the Better Care Fund Planning Group made up of officers of the council and the Clinical Commissioning Group (CCG) following a review of the Better Care Fund programme to continue funding in this area for 2019-20.

3.  The it also be noted that this grant extension offers the council and the CCG the opportunity to adopt a whole system approach by integrating service offer into the Southwark Joint Mental Health and Wellbeing Strategy 2018 (Priority 5 – Older People and Dementia).

To approve the procurement strategy

1.  That the procurement strategy outlined in the report which is to enter a single supplier negotiation with Thames Homecare Limited for the provision of the reablement service for a period of 15 months from 1 July 2019 to 30 September 2020, for an estimated value of £2 million be approved.

2.  That the delegation of the Gateway 2 contract award report to the strategic director of children’s and adults’ services for the reasons of timeliness be approved.
