19/02/2019 - Southwark Regeneration in Partnership Programme Lot A4 – Former Cherry Garden School, SE16 – Disposal of Lease and Acquisition of Sub Lease ref: 6723    Recommendations Approved

To seek approval for disposal of the site of former Cherry Gardens School, Macks Road SE16 for development of 56 new homes, of which 18 will be council homes to Higgins Homes Plc - who have been selected in line with the procurement strategy agreed by cabinet on 21 March 2017.

1.  That the Head of Property and the Director of Law and Democracy be authorised to grant, on practical completion of the proposed scheme, a 250 year lease at a peppercorn rent, in the former Cherry Garden School, Macks Road SE16 to Higgins Homes Plc to deliver 56 new homes of which there are 18 social rented council homes and a residual land offer to the council of £1,200,000.

 

2.  That the Head of Property and the Director of Law and Democracy be authorised to grant a building lease to the developer at contract award stage.

 

3.  That the Head of Property be authorised to enter in to a 250 year less one day sub lease in the social rent units, to be granted on practical completion of the development. The sub lease to be at a peppercorn rent.

 

4.  That it be noted that the council will receive a total benefit of £6,726,000 consisting of 18 social rented units, reimbursement of preparation costs of £126,196, and a land offer of £1,200,000, which, in total, is approximately £1,726,000 greater than if the land was sold on the open market with an estimated value of £5,000,000. (see paragraph 22-table 3)

19/02/2019 - Southwark Regeneration in Partnership Programme Lot A1 (Manor Place and Braganza Street) Disposal of Lease ref: 6722    Recommendations Approved

To seek approval for disposal of the site 161 -179 Manor Place/Stopford Road, SE17, 42 Braganza Street SE17 for development of 89 new homes, of which there are 20 council homes, and 1,543m2 of commercial space that will be retained by the council to Durkan Ltd – who were selected in line with the SRPP Lot A procurement strategy agreed by cabinet on 21 March 2017.

1.   That the Head of Property and the Director of Law and Democracy be authorised to grant, on practical completion of the proposed scheme, a 250 year lease at a peppercorn rent, in Manor Place and Braganza to Durkan Ltd to deliver 89 new homes of which there are 20 social rented council homes 1,543m2 of commercial space that will be retained by the council and a residual land offer to the council of £4,600,000. The council will retain the Freehold interest.

 

2.   That the Head of Property and the Director of Law and Democracy be authorised to grant a building lease to the developer at contract award stage.

 

3.   That the Head of Property and the Director of Law and Democracy be authorised to enter into a 250 year less one day sub lease in the social rent and commercial units, to be granted on practical completion of the development. The sub lease to be at a peppercorn rent.

 

4.   That it be noted that the council will receive a total benefit of £11,300,306 consisting of 20 rented units valued at £300,000 per unit, reimbursement of preparation costs of £700,306 a land offer of £4,600,000 which is approximately £2,400,306 greater than if the land was sold on the open market with an estimated value of £8,900,000. (see paragraph 25- table 3).

·  the continuing pressures on the Dedicated Schools Grant (DSG), £7.0m in 2018-19 (paragraphs 21 to 22 of the report)

·  cost pressures in housing and modernisation, largely relating to temporary accommodation (£3.5m) and No Recourse to Public Funds (£0.6m) (paragraph 25 to 32 of the report)

·  the £4m contingency is utilised in full to mitigate the impact of cost pressures within temporary accommodation and No Recourse to Public Funds (paragraph 40 of the report)

·  the general fund outturn forecast indicates a net increase in reserves of £7.0m (paragraphs 51 to 55 and Table 3 of the report), excluding DSG reserve (paragraphs 21 to 22 of the report), arising principally as a result of the creation of the London Devolution Deal Reserve (paragraphs 56 – 57 of the report)
