Decisions

To approve the scheme budget for the direct delivery of the Copeland Car Park Site.

1.  That the total scheme budget of £18,255,000 for the direct delivery of the Copeland Car Park site, which includes the professional fees and on-costs outlined in paragraph 15 to 20 of the report be approved.

2.  That the funding for this project come from the Housing Revenue Account.

To approve the acquisition of a leasehold interest in 223 Southwark Park Road, SE16.

1.  That the leasehold interest held by Glasdon Estates be acquired by accepting a surrender of the existing long lease for an agreed capital sum (payable by the council).

2.  That a meantime food and beverage “offer” on the basis described in paragraph 7( b) of the report (but with the council’s sole involvement only) be brought forward. Meanwhile the property will be put into use to create a destination for The Blue around local food production and to generally increase footfall to the town center, benefiting local traders.

3.  That it be noted that the property is held in the Housing Revenue Account, and the principle purpose of the acquisitions is the delivery of new council homes, acquired through the HRA. Detailed redevelopment options are to be appraised, potentially drawing in adjacent London Borough of Southwark (LBS) owned land (also HRA).

To note the consultation response and delegate authority to the head of the chief executive’s office to submit the formal consultation to the GLA as provided at Appendix 1 of the report.

1.  That the consultation response be noted.

2.  That authority to submit the formal consultation response to the GLA as provided at Appendix 1 of the report be delegated to the head of the chief executive’s office.

Approval of the enforcement policy and penalty matrix for implementing fixed penalty notices under the Smoke & Carbon Monoxide Detector Regulations 2015

1.  That the adoption of the Private Sector Housing – Enforcement Policy Smoke and Carbon Monoxide Alarm (England) Regulations Statement of Principles, in Appendix 1 of the report, for use by the duly authorised officers be approved.

2.  That authority for enforcement of the Smoke and Carbon Monoxide Alarm (England) Regulations 2015 be delegated to the strategic director of environment and leisure.

3.  That authority to make minor amendments to the enforcement policy and statement of principles in Appendix 1 of the report to reflect any legal changes by way of regulations and/or guidance be delegated to the strategic director of environment and leisure.

To approve appointment of providers to Southwark Works Framework. To approve award of call off contracts.

1.  That the establishment of the Southwark Works framework agreement, for the period July 2019 – July 2023, appointing the suppliers specified below to the framework be approved.

2.  That the individual call-off contracts from the framework as set out below for an initial period of 2 years from 1 July 2019 to 30 June 2021 with the option to extend for a further two years be approved.

3.  That it be noted that call-off contracts for Lot 1 will be procured later in 2019, to start in October 2019, and that a further Gateway report will be brought forward for approval.

4.  That it be noted that no providers have been appointed to Lot 9 and that alternative plans are being developed to procure pre-apprenticeship provision, as set out in paragraph 30 of the report.  Approval for these plans will be sought via further Gateway reports as necessary.

To approve the non-strategic traffic and highway improvements details in the report be approved for implementation, subject to the outcome of the any necessary statutory consultation and procedures.

That the non-strategic traffic and highway improvements detailed in the appendices and summarised in figure 1 of the report be approved for implementation, subject to the outcome of any necessary statutory consultation and procedures.

To approve the price increase for fishing day tickets at Burgess Park.

That the price increase for fishing day tickets at Burgess Park as set out in paragraph 11 of the report be approved.

Approval to implement subject to statutory consultation

1.  That a non-strategic traffic and highway improvement scheme, specifically a one way operation system in Morley Street, be approved for implementation subject to there being no unresolved objections following statutory consultation and procedures.

2.  That it be noted that a further report will be brought should there be unresolved objections to the proposed improvement project (Morley Street one way system). 

Report seeking procurement strategy approval for the Copeland Road Car Park site.

1.  That the award of the Southwark Regeneration in Partnership Programme (SRPP) Lot B, The Copeland Car Park Site, to Purelake New Homes Limited, to deliver 67 new homes including 24 council homes and 18 intermediate, for a contract value of £16,654,772 (excluding fees) with a 5% contingency for £832,740 for approximately an 86 week period commencing in May 2019, be approved.

2. That it be noted that the contract will be funded from the housing investment programme subject to approval by the cabinet member for social regeneration, great estates and new council homes.

To approve the principles detailed throughout the report for the use of Burgess Park Sport Centre by community groups and the formalisation of the ‘free hours scheme’.

1.  That the principles detailed throughout the report for the use of Burgess Park Sport Centre by community groups be approved.

2.  That the formalisation of the ‘free hours scheme’ for the benefit of identified ‘partner clubs’ (paragraphs 25 -31 of the report) be approved.
