Decision:

1.  That the procurement strategy outlined in this report for a design and build contract, utilising two separate contracts, through the Hyde Group Main Contractor & Modern Methods of Construction (MMC) framework for the construction of new homes at 21-23 Parkhouse Street commencing on 27 September 2021, at an estimated value of £12m (including demolition) and duration of 24 months as outlined in paragraph 30 of the report, be approved.

 

2.  That it be noted that the total project funding requirement at an estimated value of £14.8m will be met through GLA grant, the Housing Investment Programme (HIP) resources and General Fund resources, and duly note the financial assumptions underpinning this investment as outlined in paragraph 57 of this report.

 

3.  That it be agreed that the council enter into the access agreement as further detailed in paragraph 20 of the report.

3.  That the revised management allowances payable to 16 TMOs totalling £3,714,064, an overall reduction of £102,065 compared to the previous year, be noted.

1.  That the award of Contract A – Housing Aid and Adaptation works to Property Facilities Group Ltd (PFG) for the estimated sum of £500,000 per annum for a period of 3 years from 5 October 2020, making a total estimated value of £1.5m be approved.

2.  That the award of Contract B - Housing Aid and Adaptation works to Spokemead Maintenance Limited (Spokemead) for the estimated sum of £400,000 per annum for a period of 3 years from 5 October 2020, making a total estimated value of £1.2m be approved.

3.  That the award of Contract C – Housing Aid and Adaptation works to BuildTrust Limited (BuildTrust) for the estimated sum of £400,000 per annum for a period of 3 years from 5 October 2020, making a total estimated value of £1.2m be approved.

4.  That it be noted that PFG, Spokemead and BuildTrust will act as back up contractor to each other on each of their own tendered rates when required.

4.  That it be noted that a further report addressing the rehousing strategy for tenants and leaseholders affected by the scheme referred to in paragraph 41 of the report will be brought forward in line with the council’s constitution.

3.  That it be noted that the new sites are estimated to deliver 237 new homes for council in the borough, of which 196 will be roof to development (RTD) homes and 23 will be homes on infill sites in these estates.

 

4.  That it be noted that a further decision for the Cabinet Member for Housing on further sites towards the New Homes Programme targets is on the forward plan for January 2021.

That the funding recommendations for voluntary sector organisations delivering services under the 2 year ‘community engagement’ Common Purpose grants programme 2021-23, be approved subject to Council Assembly approval of the council’s budget. The recommendations are set out in Appendix 1 of the report.
