1. That a cross party Member-led Brexit Panel be established to lead and co-ordinate research on the likely impact on council services and residents as a result of the United Kingdom leaving the European Union.
2. That the Brexit Panel be established with the membership and terms of reference as set out in Appendix 1 of the report.
