1. That the Highway and Lighting investment programme for 2012/13 and their implementation as set out in the body of the report and the attached appendices be agreed.
2. That the capital investment be limited to Public Highway maintainable at public expense and in line with the criteria set out in the report (paragraph 15) be agreed.
