Interview of Cabinet Member for Environment, Transport Management and Air Quality - Councillor Richard Livingstone

Minutes:

7.1  Councillor Richard Livingstone attended the committee for his annual scrutiny interview - his portfolio is Cabinet Member for Environment, Transport Management and Air Quality. The chair invited him to give the committee an overview of his role and to answer members’ questions. 

 

7.2  Councillor Livingstone started reported that Southwark had the highest recycling rate in inner London,  keeping the figure constant as it is falling in other boroughs.  The council has zero tolerance of fly tipping and has increased enforcement activity increased.  There was a report about to go to cabinet setting out a plan for drinking fountains around the borough. For the transport  part of his portfolio, he reported that the council continues to work on modal shift to take people from cars to walking and cycling and petrol/diesel cars to electric vehicles. The following areas were also highlighted:

 

·  Trialling champion hill road closure

·  Campaigning on buses - RV1, 53, 40, 171 

·  Air quality - started converting lampposts to electric vehicle charging posts - 10 so far, 50 in waiting list, aiming for 150 

·  school street closures

·  the Mayor’s scheme for  google street view cars to monitor air quality 

 

 

 

 

7.4  Committee members asked Councillor Livingstone about the plan for drinking fountains;  school street closures; CS4, fly tipping; congestion around St George’s Circus; carbon reduction in the council’s own buildings; powers to address idling vehicles; whether the 50% target for household recycling will be reached next year; air quality around high streets; TfL decision on the RV1 bus service; cycle hire schemes; electric vehicle charging points and whether they can be combined with air quality monitoring; community energy schemes and fossil fuel divestment; dog mess; level of street cleanliness; place shaping work in the Arnold Estate.

 

RESOLVED: The Cabinet member undertook the following:

 

·  To gather more information regarding TFL plans to do some redesign work of their roads in the NW of borough including St George’s Circus.

·  Arnold estate place shaping – Cabinet member to meet with ward members
