Licensing Act 2003: Southwark Rooms, 60 Southwark Street, London SE1 1UN

Minutes:

The licensing officer advised that the applicant had advised that they would be 30 minutes late but nothing further had been heard from them.

 

The licensing sub-committee agreed to proceed with the meeting at 10.45am.

 

The licensing officer addressed the sub-committee.  Members had questions for the licensing officer.

 

The Metropolitan Police Service representative addressed the sub-committee.  Members had questions for the police.

 

At 10.55am the licensee and the designated premises supervisor (DPS) entered the meeting room. The DPS was acting aggressively and shouting. 

 

The meeting adjourned at 10.56am for the DPS to leave the room.

 

The meeting reconvened at 11.10am and it was agreed that the DPS would be excluded from the meeting under Section 14 of the Licensing Act 2003 hearing regulations.

 

The chair asked the police to repeat their representation for the benefit of the licensee.

 

The health and safety officer addressed the sub-committee.  Members had questions for the health and safety officer.

 

The licensing officer representing the council as a responsible authority addressed the sub-committee.  Members had questions for the licensing officer.

 

The licensee of the premises addressed the sub-committee.  Members had questions for the licensee.

 

The meeting adjourned at 12.08pm at the request of the licensee.  The meeting reconvened at 12.48pm.

 

The licensee advised that she would like a day to consider if she would surrender the licence.

 

The chair advised that the meeting would make a decision regarding the review at today’s meeting.

 

All parties were given five minutes for summing up.

 

The licensee advised that she would like an adjournment for a few minutes as she wanted to decide if she would surrender the licence today.

 

The meeting adjourned at 1.05pm.  The meeting reconvened at 1.19pm.

 

The legal officer informed the sub-committee that the licensee had advised that they would surrender the premises licence with immediate effect.  This was confirmed by the licensee.
